Sisk:

If certain members are running for
office and are going to be a part of
the forum, are they in a position to
vote on this motion?

Tami Tanoue, acting City Attorney, did not see a personal conflict
of interest, as there is no particular private interest being
furthered.

Davidson stated that the person who operates the camera is paid
$8.50 per hour. He wondered if that was an expense the League was
willing to bear.

Black:

Yes.

Mayer wanted the motion broken into two parts, because he would be
participating on one panel.

Howard moved that Council waive the fees for the use of the Council
Chambers by the League of Women Voters for the October 11, 1993,
Candidates Forum. Seconded by Sisk. Roll call was taken. Motion
passed by a 6 - 0 vote, with Hornbostel abstaining.

Sisk moved that Council allow the League of Women Voters to utilize
the City Council chambers on October 14, 1993, for a discussion on
the impact fees and that the fees be waived. Seconded by Davidson.
Roll call was taken. Motion passed by a 6 - 0 vote, with Mayer
abstaining.

ORDINANCE NO. 1125, SERIES 1993 - VACATING A PORTION OF HARPER
STREET WITHIN THE FISHER SUBDIVISION FROM THE WEST RIGHT-OF-WAY
LINE OF JEFFERSON AVENUE TO THE EAST PROPERTY LINE OF THE
MATTERN/PICKETT PROPERTY AND VACATING THEALLEYS IN BLOCKS 1AND 2,
FISHER SUBDIVISION, AND GRANT STREET BETWEEN BLOCKS 1AND 2, FISHER
SUBDIVISION - 1ST READING - SET PUBLIC HEARING 10/5/93

Tanoue read by title only Ordinance No. 1125, Series 1993, "An
ordinance vacating a portion of Harper Street within the Fisher
Subdivision from west right-of-way line of Jefferson Avenue to the
east property line of the Mattern/Rickus property and vacating the
alleys in blocks 1 and 2, Fisher Subdivision, and Grant Street
between blocks 1 and 2, Fisher Subdivision."

Davidson asked staff to combine the discussions of Ordinance No.
1125, Series 1993, and Execution of Land Exchange Agreement.

Paul Wood, Planning Director, stated that Ordinance 1125, is a
request to vacate a 60' x 560' portion of Harper Street right-of-
way located east of Jefferson Avenue at approximately the 1500
block north. The ROW is located south of the Goodhue Ditch and
abuts the north side of Middle School Park. Harper Street was
platted and dedicated as part of the Fisher Subdivision in 1948.

5
