She <br />included in Council's packet the decreases for $100,000, $200,000, <br />and $300,000 homes based on residential property being assessed <br />with the new assessment rate of 12.86% vs. 14.34%. <br /> <br />Howard (INAUDIBLE). <br /> <br />Sisk was curious about the effects of lowering the mill levy. <br /> <br />Annette Brand, City Administrator, stated that, if the mill levy is <br />reduced this year, it cannot be increased in future years without <br />an election. <br /> <br />Asti-Caranci agreed. <br /> <br />Susan Griffiths, City Attorney, (INAUDIBLE) <br /> <br />Sisk moved that Council lower the mill levy to 5.7%. <br />Lathrop. <br /> <br />Seconded by <br /> <br />Mayer wondered which programs Sisk wanted to cut to meet that. <br /> <br />Sisk didn't know that any needed to be cut. <br /> <br />Asti-Caranci stated that a little over $13,000 would need to be <br />cut. On the expense side the city would decrease $10,000 in the <br />Business Facilitator and $5,000 in the City Attorney, totaling <br />$15,000. By going to 5.7%, revenues will be decreased $28,000. <br />So, something else on the expenditure side would have to be <br />decreased. <br /> <br />Davidson offered a friendly amendment that the mill levy be 5.82%. <br /> <br />13 <br /> <br /> <br />
