Davidson called for staff presentation.

Paul Wood is coming back to the Council in the same form it was
ori.ginally presented on September 22, 1993 at which the time the
Council determined to delay consideration of the Ordinance until
tonight. This was approved by Planning Commission on August 10,
1993. Some of the issues that lead to the result of the delay in
consideration was the land exchange agreement and, possibly, as
staff indicated, a public meeting would be set along with the
Sckool District officials to review the site plan prior to
commencement of construction. He was not aware, if that public
meeting was held or not. (It was held.) Representation of this
would be that the land exchange agreement, which would convey to
the Picketts the parcel that their driveway is located on, would be
an exchange for the parcel on which a storm detention bern would be
located and that should be approved prior to the adoption of second
reading of right-of-way vacation.

Davidson informed the Council that the two Ward One Council members
and. himself held a meeting with the residences of the area to
dis~cuss the proposed ballfields and there was a lot of
misinformation out about what the ballfields were going to be, a
lot. of concern that the ballfields were going to be lighted and in
fact that was going to be the major ball field complex for the City
of Louisville. What this really is is mainly an expansion of the
physical education field for the Middle School and the City will
use the fields during the summer for mainly Tee Ball and things
like that. The residents requested that the area never be lighted
and. I think that is something we would all agree to. The second
iss.ue was the height of the fence and City staff was looking into
that and third there was an issue with parking and what was
su?gested we would do is request throuqh the leagues and teams that
use the fields that they park in the Middle School parking lot. If
that appears not to be working out, then we will look at
alternative solutions, so that parking does not become a problem
for the neighbors and also probably look at how the field is
programmed, maybe not schedule it for maximum use.

Hornbostel said that another item brought up by the residents there
was. that there is a drainage problem. She thanked the residents
that came and feels certain they will be working out that drainage
problem. The drainage improvements will be something that the City
will have to do with this joint proposal with the School District.

Howard indicated that he as well as Mayer was at this meeting and
they are not Ward One representatives. He would also like to talk
to the drainage problem, which he feels needs to be put on the
front burner and hopes that Annette will start looking into it.

Annette Brand asked Tom Phare, if he would like to comment. And he
sa~.d he wasn't aware of a drainage problem at the Middle School
Park other than they haven't been able to afford to implement the

7
