Open Space Advisory Board <br />Minutes <br />Apri19, 2008 <br />Page 4 of 5 <br />there are further public comments that they should be taken to the Planning <br />Commission. <br />Phil Harder wanted to confirm that OSAB is concerned with riparian <br />habitats. Tom confirmed this. He further invited the public to any future OSAB <br />meeting and implored that groups work together to resolve conflict. <br />Takoda Update <br />Rick Bruin and Justin McClure from RMCS questioned the need for `other' <br />land designation. Specifically is land that they are dedicating by the railroad and <br />tying into the regional trail system, which should see heavy use when Fastrax <br />moves in. They want to build dunes and berms with the use of retaining walls <br />instead of a large sound barrier, but the retaining and sound walls are not <br />currently allowed in lands designated as Open Space. The dunes will be native <br />grass. Noted that the Lafayette North End project will be using turf. RMCS <br />presented photos of what their native grass will look like against the groomed turf <br />and everyone found it acceptable. The paths will be the standard, eight feet. <br />They may still need to put in open rail fence. Noted that Fastrax has aten-foot <br />easement that may affect open space. Rick suggested that someone from the <br />city take ownership of getting the underpass under the railway because he feels <br />they would have more pull than he has. Rick asked about a trail across/under <br />Hwy 42and a southern trail might be on their property or south of the Davidson <br />Highline Ditch. Tom asked about the possibility of a southern trail to South <br />Boulder Road. RCMS does not own this land, but can look into it. Truman asked <br />about types of manmade sound mitigation and was told they could use boulders <br />and cement, but that it would need an `Other' designation instead of Open <br />Space. <br />Dedicated Land Designations <br />Currently, Louisville has Parks, and Open Space with Open Space having <br />a subcategory called `Other'. Ember has looked into how other communities <br />handle this third kind. "Reasonable attempts need to be taken for native growth <br />in this area." If given a new designation it would suggest that xeric trees are <br />possible when native is not. Truman agreed that a third designation should be <br />created with clarification. OSAB is directed to review the Open Space Master <br />Plan to explicitly define what these `other greenways' are or come up with <br />another neutral name. <br />Public Comments: <br />Judith Champion 1603 Cottonwood Drive will be providing some input <br />regarding trees and shrubs that are native friendly at a future meeting. <br />Orientation <br />Ember continued her power point presentation as posted in this meeting <br />packet.
