LRCAB (Louisville Resource Conservation Advisory Board) wants the <br />Building Code Board of Appeals to present a proposal to City Council on <br />Louisville's direction on this topic). -Mike Jones stated the original March 25t" <br />joint work session with City Council was postponed. This meeting has been <br />moved to June 24t". We are having this meeting to get a proposal to Malcolm <br />Fleming and City Council on our recommendation and direction for Green Built <br />Programs for Louisville. <br />Panel discussion: Guests were introduced by Mike Jones, Chief Building Official. <br />Bill Eckert -Coast to Coast Development <br />Adam Stenftenagel - Sustainably Built, LLC <br />As a continuation from the last meeting, Mike Jones reiterated the purpose of our <br />discussion is to further clarify the myriad of different programs available, and will <br />be presenting this information to the City council in the upcoming work session <br />on June 24t", 2008. <br />Mike Jones introduced Adam Stenftenagel who is a High Performance Home <br />Consultant. Adam has been working with the City of Boulder and is a certified <br />HERS Rater and a LEED Accredited Professional. He was asked by Mike Jones <br />about the HERS system. <br />Adam Stenftenagel explained that it takes him 4-35 hrs to do the initial master <br />review (modeling), depending on the complexity of the home. With this program, <br />a third party inspector will do a "duct blaster" test (to check the effectiveness of <br />ductwork),"insulation" test (to verify proper installation and type), and a "blower <br />door" test to check effectiveness of air infiltration. The consultant insures that all <br />of these meet the original modeling score. A certificate is issued after the final <br />testing to the municipality. <br />Bill Eckert verified the importance of the duct blaster testing, especially with the <br />first few SFD houses. He said because of this test they are now using all <br />cellulose instead of batt. "It is difficult to put in batt insulation correctly." <br />Adam Stenftenagel questioned the group as to which direction the City of <br />Louisville wanted to go: Energy efficiency or green built? <br />Mike Jones said we are looking for direction from the council on that. <br />Peter Geise said that most of the builders here are already building green. <br />Most exceed these requirements. <br />Bill Eckert -added that we don't want to make it so difficult that citizens wanting <br />to remodel won't come into get a permit. We would rather make it easy so they <br />will get a permit and we can inspect for life safety issues. <br />
