Building Code Board of Appeals <br />Minutes <br />March 20, 2008 <br />Page 4 of 5 <br />Anna Goodrich added that the "Leeds program has both energy efficiency and <br />built green components. Denver is talking of a mandatory Leeds program. <br />Leeds is becoming the benchmark." <br />Mark Persichetti said that he was contacted by the mayor and city council to <br />come up with something for North End Subdivision. <br />He said that LRCAB recommended the city adopt a green points program like <br />Longmont because it should be consistent with other municipalities. <br />He said their rationale was to <br />1. Bring greater energy efficiency to residential structures. <br />2. Reduction in job material waste. (recycling of materials) <br />3. Water efficiency. <br />He said that a program like this would be like getting "extra credit" over and <br />above the standard building code requirements. <br />Bill Eckert said "but there is always a cost". <br />Mike Jones added that the council budget for 2008 has nothing to implement this <br />type of plan. However if the 2009 budget includes support then we can do this in <br />the future. We are a different demographic than Boulder or Longmont. <br />We are looking for something we can do now, that won't necessarily cost the city <br />to implement. <br />Adam Stenftenagel " I want to leave you with this one thing, that both the City of <br />Boulder and Boulder County's plans are not final products. They adopted them <br />before they were done. They have so many problems inherent in their programs. <br />I suggest you talk to a consultant like myself to see if this will work or not? <br />Bob Van Pelt said there are a lot of contradictions in all of this. Need to help <br />them (council) understand the complexities of these programs. <br />Mike Jones - "Yes we need to educate the council. I will create or re-do the <br />spread sheet comparing all of these programs." <br />Bob Van Pelt -Council needs to give us some direction on which way they want <br />to go. Do they want to go with an energy efficient program or rather a green <br />plan? We can do a lot of different things. What are the resources for what can <br />be implemented? <br />Peter Geise added that most builders like Markel are already building "green" <br />and already meet the HERS program of 85% or more. We need to concentrate <br />of what to do about "remodels" and commercial. <br />Matt Berry added that we at least need direction of what will be most effective. <br />What's the right way to go? If we had a goal or direction? <br />Ron Losasso agreed "we need a budget, a means to implement or enforce it". <br />
