RESOLUTION #22 - W-470 SPECIAL PROJECTS LOAN <br />REPAYMENT AGREEMENT Williamson read in its entirety Resolution #22, <br />Series 1988, "An intergovernmental agreement by <br />and between the City of Louisville and the W-470 <br />Authority regarding a loan to W-470 in the amount <br />of $29, 360. " <br />Williamson stated that this agreement simply <br />confirms prior W-4'70 Board Resolution No. 18 and <br />Louisville's understanding concerning repayment to <br />the member cities of loan funds. <br />Mohr moved and Mayor Fauson seconded to adopt <br />Resolution 22, Series 1988. The motion passed 7-0. <br />APPOINTMENT TO W-470 TECHNICAL ADVISORY <br />COMMITTEE Stahl stated that the W-470 Authority has <br />requested that the Mayor appoint a Louisville <br />representative •to the Technical Advisory <br />Committee. This Committee will work in <br />conjunction with the W-470 consultants and staff <br />regarding the technical aspects of the design <br />process for the Highway. Stahl recommends that <br />Tom Phare be appoir,~ted to the Committee and Stahl <br />serve as an alternate. <br />Mayor Fauson moved and Mohr seconded to appoint <br />Tom Phare to they W-470 Technical Advisory <br />Committee. The motion passed 7-0. <br />Sackett stated that from a technical point of <br />view, he is interested in how W-470 will follow <br />88th and Dillon and not be visible from Cherry <br />Street. He asked that Phare carry that message to <br />the Technical Committee. <br />OTHER: None. <br />PUBLIC COMMENTS Jane Monson, 631 W. Aspen Ct., stated that she was <br />very concerned about the monetary commitment <br />Louisville is making to the W-470 Authority when <br />other City services are barely adequately. Ms. <br />Monson stated that Library circulation has doubled <br />in the last five years due to the growth of the <br />community, but the library funding has remained <br />the same due to budget constraints. "How is it <br />that money is available for W-470, but not for the <br />Library?" Ms. Monson also asked why Louisville <br />has to pay the same amount to the W-470 operations <br />budget as other cities such as Arvada, Westminster <br />and Broomfield when Louisville's population and <br />tax base is the smallest. Additionally, Ms. <br />Monson asked why Adams County can retain their <br />membership in the Authority and not pay "one cent" <br />11 <br />
