the City of Louisville, Colorado, for the calendar <br />year beginning on the first day of January, 1989, <br />and ending on the last day of December, 1989." <br />Mayor Fauson opened the public hearing. <br />Stahl highlighted certain key features of the <br />proposed 1989 Budget developed jointly by City <br />Council and staff. This budget was discussed in <br />detail at several budget work sessions and <br />reflects the changes requested by Council. The <br />1989 Budget is based on consolidated projected <br />revenues of $12,403,637 and expenditures of <br />$9,748,612. A substantial portion (39.10 of <br />projected revenues are fund balances and bond <br />proceeds primarily from the water, wastewater and <br />golf course funds. General fund revenues are <br />projected. to increase 6.9$ over 1988 projected <br />revenues. Within the general fund budget are the <br />following: a Council contingency of $222,452; the <br />provision for a full day service in library on <br />Fridays; 4.8 employees per 1,000 population (57.25 <br />FTE) ; the addition of one full time police <br />officer; merit salary increases that average <br />4.25; the purchase of additional growth <br />activities equipment and additional senior program <br />needs; and the addition of a building technician <br />to the Building Division. <br />Mayor Fauson asked for anyone wishing to speak <br />either in favor of or in oppostion to Resolution <br />#43. <br />Gene Hayden, 213 ~S. Cleveland Ave., asked Council <br />to consider using some of the monies available to <br />put in minor improvements at Heritage Park due to <br />the fact that Phase II of the park was never <br />completed. <br />Sackett stated that many residents in that area <br />would like to see a tot lot in Heritage Park <br />expanded along with sodding additional areas. <br />Residents would bye willing to provide the labor if <br />Council would provide the materials. <br />Stahl indicated that there is within the 1989 <br />Budget some flexibility for minor improvements <br />to Heritage Park along with a few other miner <br />improvements in other area. A comprehensive park <br />plan is being developed by the Community Services <br />Department and will go to Planning Commission and <br />Council late this year or early next year for <br />input and approval. <br />2 <br />
