The premises has been appropriately posted <br />with a public hearing notice. The application is in <br />order and all fees have been paid. <br />Mayor Fauson opened the public hearing and asked for <br />anyone wishing to :speak either in favor of or in <br />opposition to the issuance of a restaurant liquor <br />license for Benitos, 950 Spruce Street. None. <br />Mr. Espinoza addressed Council explaining his desire <br />to open a restaurant in Louisville and asked that he <br />be granted the restaurant liquor license. <br />Mayor Fauson closed the public hearing and moved <br />that Council approve the application for a <br />restaurant liquor license for Benito's at 950 Spruce <br />Street. Anderson seconded. By Roll Call Vote, the <br />motion to grant a restaurant license for Benito's <br />was passed unanimously. <br />(Councilman Sackett arrived at this point of the Council Meeting) <br />CML REQUEST FOR FUNDS - TELECOMMUNICATION <br />REGULATIONS Hundley explained thhat the Colorado Municipal League <br />has requested a voluntary contribution from the City <br />of Louisville $652.89 to enable CML to participate <br />in pending telecommunication deregulation rate <br />proceedings. <br />Mayor Fauson, who serves on the CML Executive Board, <br />stated that it was determined by the Board that it <br />would be desirable :for the League to become involved <br />in deregulation proceedings on behalf of partici- <br />pating municipalities. The objective is to ensure <br />that the telecommunication services remain regulated <br />unless adequate competition exists for services and <br />to avoid excessive rates. The amount request from <br />each municipality i;s based on 7 cents per resident <br />of each participating municipality. The League has <br />put a $50,000 cap ors the amount spent in this <br />effort. <br />Hundley stated that in 1985 there was a solicitation <br />by the League on a ;similar matter. The action taken <br />in 1986, Mountain Be=_11 requested $143 million in <br />rate increases and eventually through participation <br />of CML as well as others, the rate increase was <br />reduced to $21 million. <br />2 <br />
