Szymanski, Finance Committee Chairman, stated that <br />the Committee met earlier in the day to discuss this <br />issue and the feeling of the Committee was that this <br />type of request is .an item of individual preference, <br />how each Councilman feels about this matter based on <br />knowledge and feelings of whether this is in the <br />best interest in the City of Louisville and its <br />citizens to support or not support this resolution <br />presented by CML. 'The Committee feels that this is <br />not a matter for recommendation, but rather each <br />member of Council would have to decide for himself. <br />Szymanski stated that there are always two sides to <br />every issue and suggested that it might be desirable <br />to receive more background information from other <br />parties involved in this deregulation issue. <br />Mayor Fauson stated the communication services <br />approached the PUC with this proposal for <br />deregulation and increases in fees. There is no one <br />to "take up the gauntlet" on behalf of the <br />municipalities. That is the objective of CML to <br />be a voice for its participating municipalities. <br />CML was designed to monitor and support municipal <br />concerns at the Stai:e and Federal level of <br />government. Monitoring the PUC proceedings on this <br />important issue requires additional funds for expert <br />witnesses, data, et<:. <br />Szymanski stated th<~t there still seems to be some <br />question as to the legitimacy of the deregulation <br />request and that in some cases, asking for money <br />might be appropriatE~ and it would be desirable to <br />explore the issue more thoroughly before making a <br />decision. <br />Anderson observed tYiat Hundley suggested taking the <br />requested funds from the 1988 Budget, yet CML is <br />asking for approval for immediate action. Hundley <br />stated that he felt it was more an issue of <br />commitment and that funding could come when the <br />proceedings begin. Anderson felt uncomfortable with <br />committing a contingency funds transfer in 1987 for a <br />1988 Budget that ha:a yet to be adopted. <br />Sackett asked if it is a matter of leadership <br />considerations on tYie part of Louisville since the <br />Mayor is on the Executive Board of CML. Mayor Fauson <br />stated that this is voluntary and the $50,000 <br />requested may exceed what will truly be needed. Any <br />monies remaining afi:er the proceedings would be <br />refunded to each municipality. Mayor Fauson <br />recommended that then City participate if for no <br />other reason but to maintain the City's leadership <br />position and $652 is a small amount compared to what <br />can be saved for thE~ citizens of Louisville.
