The southwest alignment would not and that all <br />things should be considered in choosing the <br />alignment. Sackett stated that as Louisville's <br />representative on I)RCOG he will do his best to <br />represent the residents of Louisville "the best way <br />we know how." <br />Mohr commented that. while on the W-470 Task Force <br />for the past two years, he went through the need and <br />desirability phase Hof the study with 23-24 other <br />representatives and without a doubt, need and de- <br />sirability were determined. A major transportation <br />system is needed and must be developed. Mohr stated <br />that, "one of the greatest benefactors of this will <br />be the County and City of Boulder." "What reason <br />they have for not p<~rticipating in the Authority is <br />beyond me...and I think, hope, eventually they will <br />see their way clear to do that. I think we have a <br />responsibility as a City to continue to investigate <br />what effect that highway, which has been determined <br />as needed and desirable, and which assuming funding <br />can be developed will be built, will have on this <br />City and what the bust way to plan for that facility <br />would be in terms oaf our best interest." "That's <br />the direction that t:he Mayor and Council have given <br />me in representing the City on that Task Force and <br />on the Authority." Mohr stated that taking the <br />responsibility of alignment now can prevent the <br />problems that have occurred in other major cities <br />across the United States where buildings were bull- <br />dozed to construct major beltways. It will only get <br />worse in the future. Mohr stated, "I don't think we <br />can continue to irresponsibly put that off and not <br />participate." Taxing and revenue decisions have not <br />been made. In Mohr's opinion, existing residences <br />will not come under a particular tax. "I continue <br />to represent the City on the Authority as long as <br />you ask me to do that," and he will continue to take <br />into account all information and data with the goal <br />being to do whets in the best interest of the City <br />as a whole and he anal everyone are committed to do. <br />"We encourage and continue to encourage the kind of <br />dialogue we have seE~n tonight." <br />Szymanski stated that he also shares many of the <br />concerns he heard expressed this evening. It <br />would be easier to "close our eyes and pretend <br />that W-470 isn't going to happen and we will keep <br />our nice little town and nothing is ever going to <br />change. But that's not being realistic." <br />Szymanski stated that for those reasons, the City <br />should be a participating member of this Authority <br />and engage in discussions to minimize negative <br />effects as much as possible.
