Proclamation in accordance with a Proclamation <br />made by the United Nations declaring 1986 as <br />International Year of Peace and a draft <br />Proclamation for Council consideration was <br />presented. <br />ORDINANCE #882 - SPECIAL IMPROVEMENT <br />DISTRICT - McSTAIN - PUBLIC HEARING <br />Rautenstraus read by title only Ordinance #882, <br />"An Ordinance creating Special Improvement <br />District No. 1986-1., in the City of Louisville, <br />Colorado; ordering the construction and <br />installation therein of certain improvements; <br />adopting details and specifications therefor; <br />providing for the issuance of bonds in payment for <br />said improvements; providing for other details in <br />connection with the District; and declaring an <br />emergency." Publication and proper notification <br />for the Public Hearing were determined and Mayor <br />Fauson opened the Public Hearing. <br />Hundley outlined for Council the purpose for <br />Ordinance #882 explaining that it would supersede <br />both Ordinance #863 and Ordinance #880 previously <br />adopted by Council with respect to the creation of <br />a Special Improvement District for the <br />construction of Via Appia. An error in the legal <br />description was detected by Bond Counsel thereby <br />necessitating consideration of a new Ordinance to <br />create the SID. If this District is formed the <br />City of Louisville has no direct financial <br />obligation as the property and its improvements <br />are used as collateral for the bonds. <br />Hundley explained the compelling benefits of con- <br />structing Via Appia and the previous Council's <br />recognition that in order to initiate this pro- <br />ject, the formation of an Improvement District was <br />necessary to get it done. Via Appia will be a <br />major connecting arterial and will tie the City <br />together more completely. Hundley stated that Via <br />Appia will encourages people in the southwest por- <br />tion of the City to shop in town, particularly at <br />Village Square Center in northeast Louisville. <br />Phare responded to Anderson's question regarding <br />signalization stating that the arterial would be <br />monitored and then a recommendation would be made <br />as to the placement and timing of a signal. In <br />Phare's opinion Via Appia and South Boulder Road <br />would probably be the first project site; McCaslin <br />Blvd. and Via Appia at nearly the same time; then <br />Pine or Tyler could be years later -- all <br />contingent on actual studies. <br />3 <br />
