Kacy Carruthers, 941 Garfield Ave., read a letter <br />from a resident unable to attend the meeting <br />asking Council to reject the RL zoning citing <br />increased traffic as a major concern. Carruthers <br />also asked Council to consider zoning with lower <br />density. <br />Bill Beals, 245 Spruce St., read a letter from <br />John and Sharon Winzel of 109 West St. who were <br />unable to attend this meeting asked Council to <br />consider RE zoning. Beals concurred with these <br />comments . <br />Mohr pointed out that Planning Commission clearly <br />stated that this property is a transition site <br />from RL to an RR area and the compromise agreed <br />upon to zone this property RE seems very <br />appropriate to Mohr and will support an RE zoning <br />recommended by the Planning Commission. <br />Anderson also agreed with the RE zoning stating <br />that it will "give it what it will need to be <br />successful for the entire infill process." <br />Sackett is also in favor of the RE zoning and <br />referenced petitions stating that in many cases <br />people come to your door asking to have you sign a <br />petition. "'There are certain reasons why we are <br />allowed to vote by secret ballot and I think <br />sometimes petitions give the impression that a lot <br />of people are in favor of one thing or another <br />when they may not be if they had the opportunity <br />to vote by secret ballot. There is a lot of peer <br />pressure to sign that (petition) if for no other <br />reason but to get that person off your doorstep. <br />I think the best way people have to voice their <br />opinion is to be here to talk, write letters or <br />make phone calls to your councilperson. Those are <br />the most effective ways. I don't feel good about <br />petitions although I do happen to be in favor of <br />this petition." <br />Mohr stated that there is no compelling reason for <br />Council to go against the desires of the neighbor- <br />hood as occasionally the case may be wherein the <br />best interest of the City as a whole must be <br />considered and there have been times when that has <br />happened. However, in this case there is no <br />compelling reason to go against that. <br />Mayor Fauson closed that public hearing and asked <br />for a motion. <br />Carnival moved that Ordinance #899 be amended to <br />read RE Zoning. Mohr seconded. By Roll Call Vote <br />10 <br />
