Vote on Amendment #3 - Councilman Szymanski moved that Amendment #3 be <br />adopted. Mayor Fauson seconded. By Roll Call <br />Vote, Amendment #3 to the Louisville Comprehensive <br />Plan was passed unanimously. <br />Vote on Amendment #4 - Mayor Fauson moved that Amendment #4 be adopted. <br />Councilman Sackett seconded. By Roll Call Vote, <br />Amendment #4 to the Louisville Comprehensive Plan <br />was passed unanimously. <br />FURTHER DISCUSSION ON SOUTH BOULDER <br />ROAD PROJECT Hundley stated that in the last several weeks he <br />has indicated that there was difficulty in <br />negotiating the City getting immediate access to <br />the area between Washington and McCaslin Blvd. <br />needed to complete the South Boulder Road Project. <br />At this time because of the negotiations that <br />Staff has had with the contractor, Staff is <br />recommending that Council approve proceeding with <br />the project operating the project in two phases. <br />Phare explained the proposed Change Orders. The <br />original bid award was tabled in order to obtain <br />the right-of-way which was necessary to complete <br />the project from Via Appia to McCaslin. Since <br />that time there is not a solution to the property, <br />but there is some success with the contractor in <br />that he will now change his stance in the <br />project and allow it to be divided into two <br />phases: 1) Phase I - Via Appia to Washington; 2) <br />Phase II - Washington to McCaslin. This will <br />allow the City to complete So. Boulder Rd. from <br />Via Appia to Washington this season and will also <br />allow the City to undertake the second phase <br />should the time remaining in the construction <br />season be adequate to complete it. If the season <br />is not adequate, the Change Order allows the City <br />to choose the option to have the contractor <br />demobilize and remobilize in the spring of 1987 at <br />a cost of $5700. However the overall bid for the <br />project was $50,000 lower than the second bid. <br />The City fully intends to complete both Phases <br />this year. Other aspects of the Change Orders <br />were explained including a section to include <br />curbing. <br />Phare stated that he recommends Change Order #1, <br />#2 and #3 be approved that the City undertake the <br />South Boulder Road project at this time. Phare <br />stated that "we have eliminated as much risk as <br />possible under the circumstances...and we have <br />locked in a very advantageous bid and have <br />eliminated a lot of downside risk in Change Order <br />#1." <br />10 <br />
