Luce moved that Councilmember John Leary be <br />appointed as the City's representative to the W- <br />470 Task Force and have City Administrator Terry <br />Hundley as his alternate. Johnson seconded and <br />the motion was passed unanimously. <br />BIKE PATH POLICY Hundley related to Council that direction needs to <br />come from Council regarding clarification of the <br />Bike Path Policy. <br />At this time it appeared to staff that South 80th <br />and South Boulder Roads were required to have on- <br />street bike paths but it was not clear as to <br />whether arterial streets are required to have on- <br />street bike paths within the City's current bike <br />path guidelines. <br />Mayor Meier suggested that this item be discussed <br />at the February 26th Council Study Session. <br />Dave Stahl, Homart Representative, addressed <br />Council on this issue stating that it is Homart's <br />Corporate Policy at this point that they will not <br />pay for any on-street bicycle paths on Via Appia <br />or Cherry Street. This policy may put this issue <br />at a ..stalemate but that the additional cost may <br />jeopardize Homart's ability to compete in the <br />market area, and also jeopardize the rezoning and <br />development. At this point Homart does not intend <br />to pay for the additional costs. <br />Luce's understanding was that the City would <br />require on-street bike paths for major <br />thoroughfares which would in fact be South Boulder <br />Road and South 80th Street, as well as major <br />arteries which would include Cherry Street and <br />Pine Street. Construction costs are less in on- <br />street lanes versus off-street concrete type <br />construction in Luce's investigation into this <br />issue. Yet a concern that the City should address <br />is the safety of such on-street bike lanes in <br />terms of keeping them properly maintained. <br />Luce further stated that in the Homart Agreement <br />there would be a cost attributed to that <br />corporation for constructing off-street facility <br />and if the City has a design standard that says <br />that the City will now construct on-street <br />facilities, it seems as though the City is <br />"swapping" costs. This issue is addressed in the <br />individual PUD process and that is where the <br />planning is integrated and that is where the <br />funding of these facilities should be addressed. <br />9 <br />
