C. Raymond Sears, Architect, representing the applicants, 945
McKinley Avenue, Louisville, Colorado, disclosed that up until
January 1993 he was on the City of Louisville's Board of Appeals
and he did not represent these owners or this property during that
time. He also disclosed that two weeks ago he made an application
to the BOA for this same owner on his residence at 705 Grant. He
reviewed the project drawings for 908 Main Street.

Davidson called for Council comments or questions.

Sisk wondered about employee parking.

Sears stated that the employees would park off-site. Presently
there are 12 employees, with 20 - 25 expected after the addition of
the second floor.

Arlin Lehman, 705 Grant, Louisville, Colorado, stated that in the
long term they don't anticipate to grow beyond 25 - 30 employees.

Sisk didn't want the employees parking on Main Street.

Mayer was also concerned about the parking.

Keany was concerned about the height of three stories. He was
concerned about the structural integrity of the building, as he had
found a large crack on one side of the building.

Sears was aware of the crack, it will be remedied and the integrity
of the building will be in tact.

Lathrop felt Council needed to look at accommodating future
development by additional parking for downtown.

Howard moved that Council approve the final PUD Development Plan
fox' 908 Main Street, Resolution No. 21, Series 1994 with the
Planning Commission amendment. Seconded by Levihn. All in favor.

DISCUSSION/DIRECTION -LETTER TO BOULDER VArWmy SCHOOL DISTRICT IN
SUPPORT OF IMPACT FEES

Mayer encouraged Council, through Councilman Sisk, to deliver a
letter (SEE ATTACHED) in support of the impact fees to the BVSD and
explain the City's position.

Howard was in.support of the impact fees.

Lathrop could not support the impact fees, because of the lack of
a provision that scales the impact fee to the people's ability to
pas'.

Keany wondered, if impact fees are instituted and it is not
instituted throughout the rest of the School District, how could

9
