<br />Building Code Board of Appeals <br />Minutes <br />April 19, 2007 <br />Page 4 of 6 <br /> <br />Tom Ramsey stated the resale market is driven by other economic issues and <br />the payback for Green Points is not there yet. He states people have not been <br />listening to the energy programs that have been in place over the years or <br />currently. He confirmed that a builder does not get back monetarily what he puts <br />into the house as far as Green Built and energy programs or upgrades. <br /> <br />Bill Eckert stated many builders are currently using Green Built programs and <br />Green Built products and have been doing so for many years. He expressed that <br />he himself has an issue with the municipalities telling the builder to do it. <br /> <br />Bob Olson stated the 2003 Code already requires most the energy items to our <br />current date. <br /> <br />Kim Calamino said moving to 2006 Code can and will help with the remaining <br />improvements even more. <br /> <br />Ron LaSasso directed everyone to look at the backside of the handout LRCAB <br />handout. He asked LRCAB to explain how builders are not required to do Built <br />Green? <br /> <br />Kim Calamino said that is correct, builders are not required to do Built Green. <br />She said if the builders register with Built Green, the builder must comply. She <br />emphasized registration is the key, and the builders subject to regional <br />requirements. <br /> <br />Ron LaSasso pointed out a correction to the LRCAB handout. He stated that the <br />mortgage and Real Estate taxes always come before Home Energy bills. <br /> <br />Kim Calamino accepted the comment Ron made as absolutely correct. <br /> <br />Chad Kipfer stated he is looking for a balance of a system of improved energy <br />items. <br /> <br />Bill Eckert stated this system is not going to work if you tell home owner things <br />like; "You cannot have appliance 'X". You must buy this other appliance" Home <br />owners will buy whatever they want and do whatever they want to do anyways. <br /> <br />Kim Calamino stated it is very important for the City of Louisville or LRCAB to not <br />to invent their own wheel. She said it is important to not mandate processes, and <br />give the builders choices. She cautioned communities cannot actually require <br />builders to be Built Green because Built Green requires a fee. She cautioned that <br />it may not be legal for municipalities to require builders to do Built Green because <br />of the money fees involved. <br />
