City Council <br />Meeting Minutes <br />August 16, 2016 <br />Page 11 of 12 <br />Councilmember Leh stated a number of the Councilmembers do intergovemmental <br />work and anyone of them can get out too far out on an issue without getting full input <br />from the entire Council and there should be a process to handle that. <br />Councilmember Stolzmann stated she would like a way for more public participation at <br />the MCC and would like the meetings to be noticed for the public to be able to attend <br />and participate as these policies have implications for Louisville residents. <br />Deputy City Manager Balser noted the MCC is about building consensus and speaking <br />with one voice. US36 would not have gotten the support it had and have been built if <br />Broomfield and Boulder had not decided they had a unified vision for the corridor 16 <br />years ago. The MCC has created a vision and agreed to work as a group to move these <br />issues forward. This legislative agenda is an attempt to continue to build that consensus <br />and be productive moving forward. <br />Mayor Muckle stated he will work harder to bring MCC issues to the Council earlier for <br />discussion. <br />Mayor Pro Tem Lipton asked if these policy topics could be included in the discussion of <br />the City's legislative agenda each year as that discussion is all done in public meetings <br />and includes public input. He asked the Council look at regional legislative agendas <br />each year to better understand how Louisville's agenda fits in. <br />Mayor Muckle moved for approval of the MCC Policy Agenda, Councilmember Loo <br />seconded the motion. All in favor. <br />CITY ATTORNEY'S REPORT <br />No report. <br />COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF <br />FUTURE AGENDA ITEMS <br />Mayor Pro Tem Lipton asked if future landmarking items could be on the consent <br />agenda as long as they are recommended for approval by the Historic Preservation <br />Commission. <br />Mayor Pro Tem Lipton stated he would like to schedule a larger conversation about <br />boards and commissions and Council committees and the possibility of sun setting <br />some groups before we start advertising for 2017 vacancies. <br />Mayor Pro Tem Lipton stated the Open Space Board would like the underpass at <br />Highway 42 and Hecla Drive to be discussed when the Council discusses the Open <br />Space Funding for the Capital Improvement Plan. <br />
