Louisville City Council Meeting <br />May 20, 2003 <br />Page 10 of 11 <br /> <br />Brown noted that the sale of the existing library building has not been factored in yet. He <br />felt it would be prudent to plan on the sale of the building in the scenarios. He asked the <br />City Attorney to outline the timeframe for a referred measure. City Attorney Sam Light <br />stated that a referred measure would require a first reading of the ordinance by the first <br />meeting of July. <br /> <br />Council made the following requests for Staff presentation at the June 3, 2003 Council <br />meeting: Different scenarios; a list of the 5-year capital projects budget; and a financial <br />analysis. <br /> <br />Levihn noted unfortunately, the first budget meeting is June 18, where Council can <br />review the capital projects and make decisions on how the money should be allocated. <br /> <br />UPDATE - DROUGHT MANAGEMENT PLAN <br />& 2003 WATER SUPPLY PROJECTIONS <br /> <br />Davidson called for Staff presentation. <br /> <br />Public Works Director Tom Phare reported on the Drought Management Plan. He stated <br />the Water Committee recommended removing the large lump sum surcharges and <br />spreading the charges in increments. Drought level indicators will be added, and <br />historical consumption information will be included. The internal water management plan <br />will reflect particularly high consumption allotment during drought conditions. <br /> <br />Davidson voiced the water committee thanks to the public who made suggestions. He <br />requested the governmental channel be updated to reflect the current water supply and <br />give notice of possible restrictions by the end of July. <br /> <br />Keany asked for consideration in the first bracket of water consumption. He voiced his <br />hope the first fraction over would have an incremental increase, and only a blatant misuse <br />of water be targeted for a surcharge. <br /> <br />Brown suggested electronic meters and an expanded software program be considered as <br />part of the capital improvement budget. He asked Council to consider long-term <br />solutions. Phare stated the City would look at a range of options, for a future ballot issue. <br /> <br />Sisk requested consideration of Mr. Leary's water plan. Phare stated that would require <br />different meters, but would be researched in the range of options available. <br /> <br />Phare updated Council on the City's water supply and stated the City's water demands <br />are currently being met by stream flow and he projected the reservoirs would be utilized <br />in July. He attended a Northern Colorado District meeting where it was reported Windy <br />Gap is pumping approximately 50,000 acre-feet of water, which is a full quota providing <br />100-acre feet per yield. He noted the District expects to satisfy a full yield from the <br />system this year, which would be 450-acre feet beyond the last projection for the supply <br /> <br />10 <br /> <br /> <br />
