Chris Wieker, 442 South 112th, Lafayette, Director of the St. Louis Preschool, stated that as of <br />approximately August 28 their playground facility at the annex was closed for remodeling, so they <br />have not utilized the playground since then, but have been using the one across the street at 841 <br />Grant, which was okayed by Social Services. Not using the playground has solved issue No. 3. <br />Conceming the traffic circulation, No. 4, she sent a letter to all the staffofthe St. Louis Church, the <br />elementary school, and the preschool asking the staff not to utilize parking (long term, from 8 a.m. <br />to 3 p.m., Monday through Friday) in front of the annex from the alley east of this center to the <br />comer of Walnut and Grant directly in front of the center. She also sent a letter to the parents asking <br />them only to use it for drop-offand pick-up from 8 a.m. to 3 p.m. Monday through Friday. They are <br />also going to close the alley, so parents are not tempted to park in the alley. <br /> <br />Howard opened the public comments calling for anyone wishing to speak on this item. <br /> <br />David and Alicia Burrous, 924 Grant Avenue, Louisville, Colorado, stated that in February 1982, <br />before the temporary preschool was in place, an appraisal of their property showed the value had <br />decreased, because of several factors stemming directly from the operations of the church and church <br />school. The appraiser specifically mentioned problems with noise, traffic, and parking. Because <br />additional and excessive noise is generated by the temporary preschool facility, they feel certain that <br />continued operation of the temporary preschool facility would further decrease their property value. <br />Their subdivision is zoned R-L, which they do not feel the preschool fits. In their memo to the <br />Planning Commission they outlined in detail specific incidents which show that the external effects <br />of the current arrangement are not controlled, such as uncontrolled noise from the playground, which <br />affects their privacy. The preschool set new rules, which weren't follow by the preschool workers. <br />They did not feel that their private time on their own property should be restricted. He felt the <br />additional traffic negatively impacts their property. Alicia stated that the petitioner indicated that the <br />operation is a part-time preschool facility, but their observations are that it is a full-day daycare <br />center. She commented that the hours of the facility are much longer than approved. The petitioner <br />indicated on the original request for the Special Review Use that the children would be between the <br />ages of three and five years old, but this summer many of the children seemed to be between nine and <br />twelve, which was done without approval. They requested that City Council approve Resolution No. <br />55, Series 1994, without any further conditions than those listed. <br /> <br />Howard called for any further comments. <br /> <br />NONE <br /> <br />Howard closed the public comments and called for Council questions or comments. <br /> <br />Sisk asked if St. Louis was willing to comply with conditions 1 - 4. <br /> <br />Weiker stated that they have already started implementing those.
