BREAK <br /> <br />Davidson called for a five minute break. <br /> <br />Davidson called the meeting back to order. <br /> <br />KNOLLWOOD ESTATES CONTINUED <br /> <br />Davidson called for Council questions and comments. <br /> <br />Howard was concerned about the berming. He wanted to make sure the current CTC owners <br />concerns were addressed, such as protecting their land use. <br /> <br />O'Connor stated that they were also concerned, if Knollwood was approved, about the hours of <br />operation, the amount of truck traffic/day being so close to where children are playing, parking lot <br />light splash if there is 24 hour/day operation, and right now there is not enough slope for drainage. <br /> <br />Mayer wondered what of the existing debt would the homeowners be responsible for. <br /> <br />Monson stated that they would only be responsible for the bond issue in place at the time of <br />annexation. <br /> <br />Mayer wondered if he had or contemplated having any financial arrangements with anyone in CTC. <br /> <br />Bellock did not have current plans to do that. He pointed out that if the residential piece is rezoned, <br />they would still own 40+ acres of industrial land within the District. <br /> <br />Mayer asked ifTHK's study took into account any of the resulting cost of expanding city services or <br />capital facilities. <br /> <br />Conway stated that in terms of the impacts on the city itself, they used the city's staff impact analysis <br />that they used for their calculations for both revenues and expenses. He commented that a residential <br />community with an average value of $270,000 would generate property tax revenue that far exceeds <br />the cost associated with providing services to that community. <br /> <br /> Mayer asked how much office space would be built this year at CTC. <br /> <br /> Bellock stated that for 1995, 149,400 s.f. was being estimated, but he did not know for this year. <br /> Keany was concerned about keeping children out of the industrial area with fencing. <br /> <br /> Bellock explained that as part of their PUD they will have to address the issues of not only the <br /> fencing, but berming and landscaping. He stated that they are providing trails, open space, and <br /> <br />13 <br /> <br /> <br />
