Louisville City Council Meeting
June 3, 2003

Sisk stated Council has received emails from citizens inquiring about the drought plan
and noted the model was taken from other cities' drought management programs.

Keany asked the Final Draft of the Drought Water Rate Surcharge Plan be modified to
reflect no lump sum surcharge on residential accounts. He asked Public Works Director
Phare how the rates affect the irrigation water taps in time of drought and at what point
are they turned off. Phare stated that would have to be addressed.

Davidson stressed the importance of a drought plan and using it as a guideline.

Phare addressed the Final Draft of Drought Indicators, including a formula for a water
supply index for Louisville. He stated the advantages are the water supply will be
calculated every month and provide a statistical information for the future.

Sisk stated the drought indicators should be used as a guideline. He requested the formula
also be used against historical data.

AUTHORIZATION TO REQUEST PROPOSALS FOR PROFESSIONAL
ENGINEERING SERVICES - DILLON ROAD DESIGN

Davidson asked Public Works Director Tom Phare if the proposal included straightening
Dillon Road. Phare responded yes.

Davidson stated his understanding the actual cost of straightening Dillon Road is in
excess of one million dollars. Phare stated the cost of the project would be in excess of
one million dollars, including engineering.

Davidson stated his understanding that Council's priority of this project is in the next few
years. He questioned why the engineering included Dillon Road.

Sisk stated Council discussed this matter at a work session and decided it was an
opportunity to look at the alternatives and is a request for proposals.

Davidson asked if straightening'Dillon Road is a separate item and priced separately on
the proposals. Phare responded that it could be.

MOTION: Davidson moved that Council authorize the Request for Proposals for
Professional Engineering Services - Dillon Road Design, seconded by Sisk. All in favor.
Brown absent.

CITY ATTORNEY'S REPORT

City Attorney Sam Light presented the November 4, 2003 election calendar/timeline with
Tabor Ballot Issues, for a regular municipal election.

8
