Howard: Davidson: Council in needing to deal with what revenues Council has and making sure we do get the reports back. Council needs to discuss the Five Cities Consortium which is a group currently doing Economic Development efforts. Mr. Caranci stated that unless the City designated him as the Economic Development Representative, he would feel uncomfortable representing the City at this meeting. In the past the Chamber of Commerce was the Economic Development entity. They were the representative. I think that no matter which way it goes, this Council needs to appoint someone as the Economic Development Representative of the City. We're funding a series of five community activities that run through December 25, 1992 which is the Parade of Lights. The Chamber needs up front money, especially for those events such as Memorial Day which is coming up rapidly. I don't understand why Chamber would need the money in February for an event that is going to be in September or December. A reasonable approach would be to fund the event 60 days in advance of the event unless the Chamber spends money in February for the Parade of Lights. Howard: The Chamber funds their activities on a yearly basis. They are on a 90 day billing cycle. They need their money now because of certain up front costs that have to be expended now. My concern is if the City gives money now for monies that aren't going to be expended until later in the year, then the City has lost interest money.
