Davidson:

to City Council or did that also
include the Mayor?

It would include Mayor. I was
assuming the Mayor is a member of
the City Council.

Lathrop asked for a brief recess so he could chat with his former
co-chair on the implication of this.

Davidson called a five minute recess.

RECESS

MEETING RECONVENED

Griffiths:

Ms. Black asked me the two questions
that she identified in her comments.
I looked back in the Statute to
verify that in fact the State law
does provide that any formal action,
board, any resolution, rule,
regulation, ordinance, or formal
action of the City Council will be
invalid unless it's taken at a
meeting which meets the Open Meeting
requirements. The other
clarification is with respect to
maintaining minutes at Council
meetings. State Statute requires
that the City Clerk keep the minutes
at Council meetings, which the City
Clerk has been doing in great
detail. Both of those would
continue to apply to the City.

Lathrop: In a brief chat with my co-chair,
Liz Black, we really didn't feel
that there was a compelling reason
not to include your (Davidson's)
suggestion of item Q.

Davidson moved that Council adopt Ordinance No. 1079, Series 1992,
with the following amendments: Adding item Q on page 6 under
2.80.030, Code of Ethics. Item Q to read "No member of the City
Council shall at any time within their term or for two (2) years
after their term of office be a City employee." Also, on page 13
at 2.90.050 A-2, add the words "or Mayor" after "administrator."
On page 15, 2.90.090, item B, after the word "administrator" add
the words "or Mayor" and then continuing "for information only."
Seconded by Hornbostel.

19
