I was <br />assuming the Mayor is a member of <br />the City Council. <br /> <br />Lathrop asked for a brief recess so he could chat with his former <br />co-chair on the implication of this. <br /> <br />Davidson called a five minute recess. <br /> <br />RECESS <br /> <br />MEETING RECONVENED <br /> <br />Griffiths: <br /> <br />Ms. Black asked me the two questions <br />that she identified in her comments. <br />I looked back in the Statute to <br />verify that in fact the State law <br />does provide that any formal action, <br />board, any resolution, rule, <br />regulation, ordinance, or formal <br />action of the City Council will be <br />invalid unless it's taken at a <br />meeting which meets the Open Meeting <br />requirements. The other <br />clarification is with respect to <br />maintaining minutes at Council <br />meetings. State Statute requires <br />that the City Clerk keep the minutes <br />at Council meetings, which the City <br />Clerk has been doing in great <br />detail. Both of those would <br />continue to apply to the City. <br /> <br />Lathrop: In a brief chat with my co-chair, <br /> Liz Black, we really didn't feel <br /> that there was a compelling reason <br /> not to include your (Davidson's) <br /> suggestion of item Q. <br /> <br />Davidson moved that Council adopt Ordinance No. 1079, Series 1992, <br />with the following amendments: Adding item Q on page 6 under <br />2.80.030, Code of Ethics. Item Q to read "No member of the City <br />Council shall at any time within their term or for two (2) years <br />after their term of office be a City employee." Also, on page 13 <br />at 2.90.050 A-2, add the words "or Mayor" after "administrator." <br />On page 15, 2.90.090, item B, after the word "administrator" add <br />the words "or Mayor" and then continuing "for information only." <br />Seconded by Hornbostel. <br /> <br />19 <br /> <br /> <br />
