Howard:

Liz, I think you're getting to the
heart of the idea of the "revolving
door", which is: just because
you're in a position of authority,
that you shouldn't have rights to
come back to the entity where you
had authority and exercise that
authority. Is that what you were
getting towards?

Black:

Yes. It's the idea that someone, by
virtue of the position or having
held the position in the past, his
feelings about the issue might be
taken more seriously or treated with
more weight by the decision makers,
which is not fair.

Howard:

I want to make sure that we don't
get into a situation in the future
where staff is being heavily lobbied
in favor or against any particular
issue. That circumvents the
process.

Davidson:

There are two errors in here: One,
on page 13A2, where it says
"administrator." It should also say
"or Mayor." Also on page 15, item B
(top of page), last line, the words
"or Mayor" should be inserted after
"administrator." That's how we
passed it. I want the Council to
consider one additional item on page
6, adding item Q with the following
words, "No member of the City
Council shall at any time within
their term or for two years after
their term of office, be a City
employee." The reason I ask for
this to be included is, I think a
member of City Council would have
undue influence in applying for a
City job. This kind of language is
fairly standard in the Federal
Government, in the case of the
military, when they seek employment
in the defense industry. They can't
do it within the same frame that
they were in.

Sisk:

Did you intend to restrict that just

18
