She stated that one of the chief <br />offenders is the Centex Chemical Company. They also discovered <br />that it's the accumulative effect of a lot of different high-tech, <br />manufacturing, and research and development companies in Boulder <br />that are generating hugh amounts of toxic waste and emitting them <br />into the air. Boulder's 80301 zip code, which is from 55th east, <br />bordered by Arapahoe on the south had the most toxic air in the <br />state. She came to impress upon Council the urgent necessity for <br />local governments to educate themselves on the issues of air <br />pollution and hazardous waste. Jean Tierney, head of the air <br />pollution for the Colorado Dept. of Health, told Shellenberger that <br />right now local governments have more control, power, and authority <br />than the State as far as air pollution issues, because the Clean <br />Air Act has yet to be implemented. The Federal Clean Air Act is <br />currently being gutted by the (INAUDIBLE) Competitive Council. At <br />the State level, Senate Bill 105, which is the Colorado Clean Air <br />Act, industry submitted a list of chemicals attached to the Bill, <br />which will be regulated. Through confusion and some ignorance, <br />this list was accepted and it excludes 75% of all of the chemicals <br />used in Colorado. Consequently, the Clean Air Bill for Colorado is <br />virtually ineffective. She read a portion of a review of A1 Gore's <br />book, Earth in the Balance. Some of the health effects on humans, <br />as well as animals, of the air emissions that you can't even smell <br />are cancer, and widespread disruption of the endocrine system (the <br />hormonal system). Many of these effects don't show up in the adult <br />population that's exposed, but they show up in the offspring. <br />Often when the children reach sexual maturity.
