Shellenberger commented that beginning next year the Rocky Mountain
Arsenal plans to start incinerating all of its hazardous waste,
which is some of the most toxic waste in the world. She restated
her purpose in coming was to alert Council and urge them to educate
themselves on this, maybe communicate with Boulder. Boulder's
Planning Board has delayed its decision on granting a permit to
Centex for two months. They will be having a study session the end
of September. It's the first time the Boulder Planning Board has
even considered air pollution as a factor in granting a building
permit. The authority lies in the land use regulations.

Sisk urged Council to have Louisville's City Administrator contact
Tim Honey (Boulder) to discuss their findings.

Howard wanted to know what, if any, liability issues are for the
City of Louisville in Class Action suits that may or may not arise
from the Centex actions. He asked the City Attorney, if the City
of Louisville does not take action, would the City be under any
special pressures from the Court, if we did not take action.

Susan Griffiths, City Attorney, stated that it would be unlikely
that the City of Louisville would be legally liable for the results
of the pollution.

Howard thought it would be a good idea for Annette Brand to get in
touch with Storage Technology, since they are one of the ten top
polluters.

John Waschak, former Louisville Mayor, commented on the recent
letter to the editor in the Louisville Times concerning the City's
purchasing policy, more specifically Brian Harris's (Louisville
Parks and Recreation Department) purchasing of Little League
equipment. He felt that any time the City is purchasing anything
that can be bought within the City, it should be. He also spoke of
the median strip on Hawthorn Street. He has lived there for 3 1/2
years and the sprinkling system is in, but there has never been any
water turned on that median. He wanted to know the reason.

Davidson said they would find out. He also said that he had talked
to Steve Baysinger, Director of Parks and Recreation, about the
purchasing policy. Baysinger said that City staff elected not to
allow Sportline to sell supplies at the Recreation Center. As far
as allowing any City business to bid on any City business, there is
no formal purchasing policy at the City. The Finance Committee
discussed it at their meeting and the City is looking into a
purchasing policy.

Chris Harris, 256 W. Cedar Way, Louisville, CO, had heard a rumor
that there was going to be a theatre in Louisville and he wondered
if that was true.

Howard commented that the City is looking at various options to try

3
