DeJong suggested a "Special Committee" of members appointed by Council. There would still be a Council liaison but this person would be a non-voting member. Currently, there are three Council members on BRaD. BRaD frequently asks "what does Council think?" Council members on BRaD have been put in an awkward position to put recommendations forward to Council. Council would like business members to feel free to discuss ideas and bring them forward to Council. There was discussion of the value of Council members on BRaD. City Manager Fleming said that Finance, Utility, and Legal committees are more technical committees. Others are advisory committees — more citizen focused. Randy Caranci thinks there should be 2 council members and add a McCaslin business member. Council member Maloney agrees and would like to see a Centennial valley member. Chair Loo will suggest to Council that BRaD be comprised of CTC, DBA, Chamber, McCaslin and have recommendations from those areas and Council have final sign off. This could add a non-resident component. A large measure of this discussion was that there was a majority of Council support for restructuring BRaD.
