City Council <br />Meeting Minutes <br />April 4, 2017 <br />Page 3 of 8 <br />Mr. Frontczak thanked Council and previous Councils for his opportunity to serve. <br />DISCUSSION/DIRECTION — POSSIBLE COLORADO TECH CENTER CONNECTOR <br />STREET AND TRANSIT OPTIONS <br />Director DeJong stated the Colorado Tech Center (CTC) is reaching full buildout, most <br />currently vacant lots are approved or proposed for PUD development Staff is looking at <br />improvements for the area including three priorities <br />3 Proposed improvements: <br />• Full movement traffic signal at South 104th Street and Dillon Road <br />• Full movement traffic signal at South 104th Street and State Highway 42 <br />• New connecting road between 96th Street and Arthur Avenue with traffic <br />signal at 96th Street (the CTC Connector) <br />Signal at 104th and Dillon <br />• Dillon Road traffic increasing and becoming a safety concern <br />— Signal needed for Boulder County soft surface trail construction <br />— Estimated cost is $300,000 without additional right of way ($50,000 <br />estimate for ROW) <br />• #1 priority for CTC Metro District <br />CTC Connector at 96th Street <br />• Creates a new entrance to the area, improving access and visibility <br />• Creates a better connection to downtown <br />• Facilitate a RTD bus route and create a more efficient route <br />• Accommodate a retail land use opportunity to serve CTC (need rezoning) <br />• #2 priority for CTC Metro District <br />• 2018 cost (assuming 6% inflation) = $1,370,000 <br />• RTD may not need the CTC Connector to have a bus route <br />• Need signalized intersections to enter from Dillon and Highway 42 <br />• Bus service has been a topic at meetings with employers in CTC; a missing <br />service <br />• New route may be attractive for 2019-20 DRCOG TIP Application through CTC <br />Signal at 104th and Highway 42 <br />• Highway has no signalized intersections into CTC <br />• Likely will not receive CDOT warrants at current traffic levels, transit may change <br />that <br />• Needed for Boulder County soft -surface trail <br />• Estimated cost is $300,000 <br />• #3 pnority for CTC Metro District <br />The CTC Metro District would like to partner with the City to achieve these goals. They <br />have budgeted $800,000 towards these improvements. <br />
