Louisville City Council Meeting <br />July 1, 2003 <br />Page 3 of 6 <br /> <br />Davidson called for Staff presentation. <br /> <br />Land Management Director Cindy Lair reported the Coal Creek Rotary Club approached <br />the City to develop a partnership to complete a Xeric Demonstration Garden project at <br />the Louisville Arboretum. They propose to contribute $5,000 cash and commit to make <br />this project the Rotary's Centennial Project for 2004. The total project materials cost <br />have been determined to be $12,000. Council is asked to approve $7,000 to help fund the <br />Xeric Demonstration Garden Project. <br /> <br />Russell Porter, Rotary Club President-Elect, 1244 Lambert Circle, Lafayette, CO, <br />expressed the Rotary Club's desire to join with the Louisville to build a demonstration <br />garden for the City. He explained the Rotary Club would provide a concept plan and <br />complete the project no later than the date of the Rotary's Centennial celebration in 2004. <br /> <br />Bill Van Orman, 587 Augusta Lane, Louisville, CO stated he has lived in Colorado since <br />1948. He explained the State of Colorado is a high desert plateau and a xeric garden is <br />ideal for this climate and geographical area. <br /> <br />COUNCIL COMMENT <br /> <br />Sisk voiced his support of the project. <br /> <br />Davidson asked Finance Director Charlene Laus for a funding source for the $7,000. <br />Laus responded there are funds available in the Conservation Trust - Lottery Fund. <br /> <br />MOTION: Keany moved that Council approve a $7,000 contribution to the Arboretum <br />Xeric Demonstration Garden Fund, seconded by Sisk. Roll call vote taken and the <br />motion passed by a vote of 6-0. Brown absent. <br /> <br />AWARD OF DESIGN SERVICES AGREEMENT, LOUISVILLE COMMUNITY <br /> PARK, TO DESIGN CONCEPTS INC. <br /> <br />Davidson called for Staff presentation. <br /> <br />Land Management Director Cindy Lair reported her department was instructed to initiate <br />a RFP process for design consultant services on the proposed Louisville Community <br />Park. The selection committee consisted of representatives from the City's Recreation <br />and Senior Services, Planning, Public Works and Land Management departments. She <br />reported seven design consultant firms submitted proposals on the project, of which <br />four were interviewed. The capital improvement budget for this service was set at <br />$65,000; however, all bids were over that amount. She stated the selection committee <br />recommends the City retain the firm of Design Concepts Inc., 211 N. Public Road, Suite <br />200, Lafayette, CO. Their design service proposal is not to exceed $100,000 on a Phase I <br />construction budget of $800,000. The estimated design and construction plan costs for <br />all phases of the park will approach $180,000. <br /> <br />3 <br /> <br /> <br />
