City Council <br />Meeting Minutes <br />June 13, 2017 <br />Page 7 of 11 <br />1) Continue the current tax for another ten years with the same funding allocations <br />and within the same historic Old Town Louisville boundaries. <br />2) Expanding the area within which historic preservation funds may be spent. <br />3) Expanding the purposes for which sales and use taxes in the historic <br />preservation fund may be spent to authorize that up to twenty percent of the <br />proceeds of historic preservation sales and use taxes be used for operating and <br />maintaining the Louisville Museum Campus <br />These possible changes to a future ballot question are based on recommendations from <br />the Historic Preservation Commission (HPC) regarding expanding to citywide the area <br />within which the historic preservation funds may be spent; and the Louisville Histoncal <br />Commission (HC) and the HPC on expanding the purposes for which sales and use <br />taxes in the historic preservation fund may be spent Planning staff has also provided <br />additional boundary options for expanding the area within which historic preservation <br />funds may be spent. <br />Staff is asking for direction on how to draft the proposed ballot language. <br />Mayor Muckle asked for public comments <br />Dan Mellish, 590 West Willow Court, stated his support for the extension with language <br />to include the 20% to go towards the Museum operations and maintenance. The HC <br />and HPC work well together and both feel the 20% will be enough to help the museum <br />operations while still saving enough to preserve the various historic buildings in town <br />The money is critical to the museum to address storage and programming needs. <br />David Hooley, 117 South Madison, stated he supports the continuation of the tax. He <br />noted the museum is a great opportunity for passing on stories to next generations <br />Paula Elrod, 828 Jefferson Avenue, stated her support for the ballot language to include <br />a portion of the tax dedicated to museum operations and maintenance to preserve the <br />museum and its collection for future generations. <br />Chuck Thomas, 190 Mesa Court, urged Council to continue the sales tax while <br />expanding the map to include additional parts of town and to include up to 20% of the <br />fund to go to the museum. Many people are surprised the museum is not already <br />included in the tax proceeds <br />Deb Fahey, 1118 West Enclave Circle, gave her support for the continuation of the tax <br />and using 20% for the museum. <br />Councilmember Keany stated he is the council liaison to the Historical Commission and <br />he noted the 20% for the Museum is supported by both the HPC and the HC and he <br />strongly supports this use of the fund He stated he supports expanding the borders of <br />the fund to the City boundaries. <br />
