Council member Keany voiced his appreciation to RTD <br />for the construction of the pedestrian bridge. He stated it would be an asset to Louisville. <br /> <br />Mayor Sisk called for public comment. There were no public comments <br /> <br />MOTION: Council member Levihn moved to approve Resolution No. 14, Series 2004, <br />seconded by Council member Brown. All in favor. The vote was 6-0. Council member <br />Marsella recused from voting. <br /> <br />Council member MarSella rejoined the Council meeting at 8:45 p.m. <br /> <br />DISCUSSION/DIRECTION - CONTRACT FOR CONSULTING SERVICES FOR <br />THE DEVELOPMENT OF ZONING CODE AMENDMENTS AND DESIGN <br />GUIDELINES FOR THE HIGHWAY 42 REVITALIZATION AREA <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Principal Planner Ken Johnstone reviewed the adopted Subarea Comprehensive Plan <br />Amendment for the Highway 42 Revitalization Area. One of the primary <br />recommendations in the implementation section of the plan was the development of <br />zoning code amendments and design guidelines for the area. The zoning code <br />amendments would implement the mixing of residential and commercial land uses, as <br />recommended in the plan. The design guidelines would address various urban design and <br />architectural issues. Staff prepared a request for proposals (RFP) in early December 2003, <br />which was sent to seven potential consulting firms. Two proposals were received and <br />reviewed by a Working Group Team composed of the following persons: Mayor Charles <br />Sisk, Council member Don Brown, Planning Commissioners Bill McDermott, and Debra <br />Kalish, City Manager William Simmons, Assistant City Manager Heather Balser, <br />Planning Director Paul Wood and Principal Planner Kenneth Johnstone. <br /> <br />Johnstone explained the proposals were reviewed against the criteria and it was the <br />consensus of the Working Group that the proposal from Clarion Associates and Civitas, <br />Inc., was the stronger proposal and also had a smaller proposed budget. Based on the <br />proposal submitted and the interview, the Working Group and Staff recommend the City <br />contract with Clarion Associates for $70,462. Staff requests that Council authorize the <br />Mayor to sign the contract for professional services. <br /> <br />COUNCIL COMMENT <br /> <br />Council member Keany asked if the City had a past history with Clarion Associates and <br />Civitas, Inc. Johnstone stated Clarion Associates assisted the City on the Development <br />Impact Fee Ordinance, and also performed an audit on the Planning Department and <br />recommended some streamline processes. Civitas was the lead consultant for the <br />Comprehensive Plan for Highway 42 Revitalization project. The proposal would be for <br /> <br /> <br />
