He thanked the Library Staff <br />and all the volunteers for their continued commitment. <br /> <br />BOARD AND COMMMISSION APPOINTMENTS <br /> <br />Louisville Arts & Humanities Council - Three vacancies: one completing a term ending <br />January 2005; one completing a term ending January 2006; one completing a term ending <br />January 2007. <br /> <br />MOTION: Council member Keany moved to appoint Wendy Phillips to a term ending <br />January 2005, Lisa Kihn to a term ending January 2006, and Katherine Myers to a term <br />ending January 2007, seconded by Council member Levihn. All in favor. Council <br />member Brown absent. <br /> <br />Louisville Housing Authority - One vacancy: completing a five-year term, ending <br />January 2007. <br /> <br />MOTION: Council member Marsella moved to appoint Callan Childs to complete a five- <br />year term, ending January 2007, seconded by Council member Van Pelt. All in favor. <br />Council member Brown absent. <br /> <br />APPROVAL OF CONTRACT WITH HUMPHRIES POLl ARCHITECTS FOR <br /> LOUISVILLE PUBLIC LIBRARY PROJECT ARCHITECT <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reported on a meeting of the Library Task Force, which <br />was attended by Kevin Gibbs and Paul Wember, project managers for the Louisville <br />Library project. Gibbs and Wember reviewed the two proposals for architectural and <br />engineering services from the finalists Barker, Rinker, Seacat and Humphries Poli <br />Architects. The recommendation from the library committee and the project managers is <br />that the City contract with Humphries Poll Architects for architectural and engineering <br />services. The City Attorney prepared a contract, which has been signed by Humphries <br />Poli, in the amount of $400,000. The contract describes the scope of work for the project <br />and lists the fees associated with each phase. The scope of work includes building <br />programming, schematic design, design development, preparation of contract documents, <br />bidding/negotiation, contract administration and warranty/post construction. The <br />consultants for the design phase are also listed, with the fees that correspond to their <br />work. The estimated schedule for the design phase totals 47 weeks, with another 48 <br />weeks planned for the construction phase. <br /> <br />Council discussion: Council member Van Pelt had questions relative to public meetings, <br />the services of the Project Manager and the above-grade parking notation in the contract. <br />Mayor Sisk stated the original projection for design process was 30 weeks, however, the <br />projection has been increased to 48 weeks. <br /> <br /> <br />
