Louisville City Council Meeting <br />April 20, 2004 <br />Page 5 of 15 <br /> <br />MOTION: Council member Van Pelt moved that Council approve the professional <br />services contract and scope of services for EDAW in the amended amount of $128,050 <br />and authorize the Mayor to sign the contract. Council member Levihn seconded the <br />motion. Roll call vote was taken. The motion passed by a vote of 6-0. Council member <br />Brown absent. <br /> <br />RESOLUTION NO. 22, SERIES 2004 - A RESOLUTION APPROVING A <br />SPECIAL REVIEW USE AND AMENDED FINAL PUD FOR A 66-UNIT <br />RESIDENTIAL CONDOMINIUM PROJECT ON LOT 1, CENTENNIAL <br />PAVILION SUBDIVISION (CENTENNIAL PAVILION LOFTS) - public hearing <br />(advertised Daily Camera 4/4/04) <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed the background of the Centennial Pavilion <br />subdivision and development located at the northwest comer of McCaslin Blvd. and <br />Century Dr. The property is zoned Community Commercial (CC), which allows a range <br />of commercial uses including retail, restaurants, offices and personal services. A mixed <br />commercial development was approved as a subdivision and PUD in December 2001. <br />That approval authorized 44,000 SF of retail commercial in several structures and a <br />30,000 SF office building. The retail buildings have since been constructed and are <br />partially occupied. The office building has not been built. <br /> <br />Wood explained the owner/developer of the property is requesting an amendment to the <br />PUD as well as a special review use (SRU) approval to authorize 66 units of residential <br />condominiums to replace the 30,000 SF office building approved for the southwest <br />comer of the site. Multi-family uses require review and approval as an SRU application <br />in a CC zoning district. He explained the Planning Commission held two public hearings <br />on the application and forwards a recommendation of approval, with the condition the <br />applicant shall pay an additional public use dedication fee to be based on the difference <br />between 12 and 15 percent dedication requirement for this quadrant of the property. Fee <br />shall be established prior to recording of the PUD/SRU plans and shall be paid prior to <br />the issuance of the first building permit for any residential units on this property. <br /> <br />Wood summarized the application and noted the proposal is subject to review against the <br />City's Commercial Development Design Standards and Guidelines (CDDSG). The <br />condominiums are proposed at the southwest comer of the project. Sixty-six (66) units <br />are proposed in two, three -story structures. The number of units being proposed is <br />based on the CC zoning district regulations, which allow a maximum of 1 dwelling unit <br />per 1,750 SF of lot area. Fifty-four (54) 1225 SF units are proposed as two bedroom <br />units. Twelve (12) 900 SF one-bedroom units are also included. All units have exterior <br />patios or balconies, washer/dryer, and two garage parking spaces. <br /> <br />Wood stated the Planning Commission devoted a great amount of time reviewing the five <br />Special Review Use Criteria as outlined by the Louisville Municipal Code Section <br /> <br /> <br />
