Louisville City Council Meeting
April 2O, 2OO4

17.40.100 A, and compared them with the merits of the proposal. He noted there was
some public opposition voiced in the Planning Commission public hearings, which
centered on the height of the structures, traffic concerns and impacts on the adjoining
residential neighborhood. Wood reviewed the findings prepared by the applicant's traffic
consultant. The study reviewed the trip generation based on the land use change from
office to residential and the impacts on the levels of service and functionality of the
coordinating retail businesses. Wood stated he received two e-mails relative to the SRU
application, and asked they be included in the record of the public hearing.

City Attomey Light requested a motion to formally include in the records for the public
hearing the following documents: Final Development Plan Amendment Application and
the SRU application filed by the applicant; all the documents the applicant has filed with
the City in connection with those applications; all details, including the City Council
packet; the City's Zoning & Development and Special Review Ordinances; the City
Comprehensive Plan; and the two (April 4, and April 19) e-mails Planning Director
Wood mentioned earlier.

MOTION: Mayor Sisk moved that all the items outlined by the City Attorney be
included in the records. Council member Keany seconded the motion. All in favor.
Council member Brown absent.

Mayor Sisk opened the public hearing and called for applicant presentation.

Scott J. Pedersen, Pedersen Development Co., 411 Camino Bosque, Boulder, CO,
reviewed the Centennial Pavilion Loft proposal: Fifty-four (54) two bedroom, two bath
units of 1225 SF. Twelve (12) 900 SF one-bedroom units are also included. All units
have exterior patios or balconies, washer/dryer, and two garage parking spaces. He
referred to the project as soft loft proposal and explained the reason he is asking for a
change in the PUD was due to the depressed commercial market. He stated the McCaslin
corridor is saturated with commercial retail, both in Louisville and in Superior. He noted
with the Flatirons Mall and the renovation of the Crossroads Mall, the commercial market
would only worsen. He stated the Centennial Pavilion Loft proposal meets the goals of
the Comprehensive Development Plan and each element of the Special Review Use
Criteria. He stated the proposal would meet the housing needs of the young professionals
who will be able to walk to work and to empty-nesters who want to down size their
family home and still reside in Louisville.

Mayor Sisk called for public comment.

The following members of the public spoke: Frost Yamell, 1109 Hillside, Louisville,
CO, voiced her concern the SRU would set a precedence for undeveloped commercial
land. Shawn Campbell, Dusty Dog Grooming, and Tom Newman, Gentleman Jim's
voiced support of the project. Newman stated there is a trend for residential within retail.

COUNCIL QUESTIONS

6
