City Council
Meeting Minutes
February 19, 2008
Page 4 of 9
Horticulture & Forestry Advisory Board (7 vacancies) 4 -Two-Year Terms:
Michael Frontczak, Jeff HafnE~r, Theresa Rounds, Ellen Toon. Vacant: 2One-
YearTerms.
RESOLUTION No. 2, SERIES 2008 - A RESOLUTION ESTABLISHING A
HISTORIC PRESERVA1fION AND DEVELOPMENT TASK FORCE TO
PROVIDE ADVISORY RECOMMENDATIONS WITH RESPECT TO THE
DEVELOPMENT REVIEW' PROCESS AS IT PERTAINS TO PROPERTIES
WITH HISTORIC VALUE (Continued from 1/8/08)
Public Relations Manager Muith reported on the January 15th City Council
Meeting which City Council dliscussed the establishment of a task force to
explore options to resolve conflicts regarding historic preservation and
development and to evaluate the City's current development review process.
As there did not appear to be a consensus, Staff recommends a roundtable
discussion similar to those sponsored by the Business Retention and
Development Committee.
Staff suggested inviting participants from Arvada, Littleton, and Golden to help
explain how it has worked in i:heir communities. The following groups, as well the
public, would also be invited t.o the roundtable discussions: City Council;
Planning Commission; Historiic Preservation Commission; Historical Commission;
Revitalization Commission; Business Retention and Development Committee;
Downtown Business Associai:ion; the Development Community and the Staff
from the Planning Department and Historic Preservation. Staff and the Historic
Preservation Commission arE: exploring amendments to existing preservation
regulations to work more cohesively and effectively with the development
process. Those amendments will be brought before Council this spring.
PUBLIC COMMENT
Michael Menaker, 1827 W. Choke Cherry Drive, Louisville, CO did not support
Resolution No. 2 and questioined who approves it and how the preservation is
paid for. He asked how landmarking is defined and if it included both Old Town
Main Street and Old Town residential properties. He suggested separate
incentives for business and the residential properties and amending the review
process. He noted the irony oaf the people who oppose imminent domain but
support non-consensual landimarking.
Annie Hughes, 1405 Garfield Avenue, Louisville, CO noted the City already has a
Historic Preservation Commi;>sion.
COUNCIL COMMENT
