City Council Meeting Minutes February 19, 2008 Page 7 of 9 funding options and pursue cooperation with the RMCS, LLC (the Takoda Village project developer) and other agencies including the Regional Transportation District (RTD), Urban Drainage and Flood Control District (UDFCD) and the City of Lafayette and Boulder County Public Works departments. This project would enhance the area storm drainage system as well as improve trail connectivity. He explained the Open Space Advisory Board is requesting support from Council and direction to the City Manager to negotiate with RTD, the Railroad and Boulder County. Mayor Sisk suggested applying for a GOCO Grant. Councilor Clabots stated the City of Lafayette may also be interested in the underpass. City Manager Fleming explained the proposed project cost is estimated between $750,000 and $1.5 million dolllars. Mr. Davinroy explained the Takoda Development Open Space In-ipact fees are estimated at approximately $800,000. There was Council consensus to pursue possible collaboration with all agencies and explore available funding options. DISCUSSION/DIRECTION -OPEN SPACE ADVISORY BOARD RESOLUTION ON PRAIRE DOG MANAGEMENT Mayor Sisk requested a Staff presentation. Tom Davinroy, Vice Chairperson of the Louisville Open Space Advisory Board (OSAB) explained the Board recommends Staff increase prairie dog population control efforts on Daughenbaugh and Warembourg open space properties (and other properties as necessar}r). The prairie dog populations are above carrying capacity and have severely damaged existing vegetation. The Open Space Advisory Board recommended the more aggressive control measures outlined in the City's Open Space Master Plan. PUBLIC COMMENT John Leary, 1116 LaFarge Avenue, Louisville, CO stressed the importance of informing the public of the prairie dog management plan. COUNCIL COMMENT Mayor Sisk voiced his appreciation of the Board's recommendation. Councilor Muckle commentecl that he was a member of the Open Space Advisory Board when the OpE:n Space Master Plan was adopted and voiced his appreciation for the recommendation.
