City Council <br />Meeting Minutes <br />May 6, 2008 <br />Page 9 of 17 <br />COUNCIL COMMENTS <br />Councilor Muckle asked why the $100,000 threshold is higher than the State's <br />$75,000. Finance Director Watson explained the $100,000 threshold seemed to <br />be a natural break. Lowering the threshold to $75,000 would add four vendors. <br />Mayor Sisk asked if Finance (Director Watson had an opportunity to discuss this <br />ACH system with vendors. Finance Director Watson stated the vendors are <br />accustomed to electronic filings. <br />Mayor Sisk closed the public hearing. <br />MOTION: Councilor Yarnell roved to approve Ordinance No. 1534, Series <br />2008, with an amendment to Section 1 E 4, reducing the threshold for Automatic <br />Clearing House to $75,000, seconded by Councilor Muckle. Roll call vote was <br />taken. The motion carried by a vote of 7-0. <br />RESOLUTION No. 17, SERIES 2008 - A RESOLUTION APPROVING A <br />SPECIAL REVIEW USE (SRU) TO AUTHORIZE RELOCATION OF FAIRVIEW <br />MONTESSORI SCHOOL FROM 733 JEFFERSON AVENUE TO 1501 <br />JEFFERSON AVENUE <br />Mayor Sisk opened the public; hearing and requested a Staff presentation. <br />Planning Director Wood explained the applicant, Shannon Ryland, is requesting <br />approval of a special review use (SRU) to permit the operation of the Fairview <br />Montessori School at 1502 Jefferson Avenue. The applicant proposes to relocate <br />Fairview Montessori School frrom 733 Jefferson Avenue to the 1502 Jefferson <br />Avenue site. <br />The Fairview Montessori School at 733 Jefferson Avenue was approved by City <br />Council as a SRU in August of 1994, and amended in April 2003. The approval <br />authorized the operation of a daycare/school for up to 46 students from pre- <br />kindergarten ages through kindergarten, with outdoor play area limited between <br />10:30 a.m. to 2:00 p.m. Parking was provided for 5 vehicles off the alley and an <br />area for student drop off / pick up zone was identified along Jefferson Avenue. <br />If the SRU is approved, the applicant intends to purchase the home at 1501 <br />Jefferson Avenue for the purpose of operating the Montessori school. The <br />property includes an existing single family residential structure and a detached <br />garage, both of which will be renovated to be used for school purposes. No <br />additional structures will be added. The playground area will be west of the <br />existing garage. Anew driveway will be added on the south side of the property <br />for student drop off. <br />
