City Council <br />Meeting Minutes <br />May 6, 2008 <br />Page 10 of 17 <br />The Planning Commission conducted a public hearing on April 10, 2008 and <br />recommends approval with the following five conditions: <br />1. The SRU site plan shall be revised to incorporate atrash/recycling area to <br />be constructed on the site that will adequately serve this use. <br />2. The SRU site plan shall be revised to incorporate two additional staff <br />parking spaced on the existing concrete drive that is located near the <br />existing detached garage. <br />3. The SRU site plan shall be revised to incorporate a 6 foot fence around <br />the entire outside play area. That portion of the fence adjacent and <br />running parallel to the ditch shall be a solid cedar fence. <br />4. The SRU site plan shall be revised to reflect that the west side of <br />Jefferson Street along the frontage of the subject parcel should be signed <br />for "pick up and drop off only" to allow for the western side of Jefferson <br />Avenue to remain free and clear for queuing. <br />5. The SRU is granted to the applicant only and is for a maximum of 60 <br />students. <br />The applicant submitted a letirer on April 10th, requesting relief from Condition # 1, <br />and modification of Condition #3. Planning Director Wood submitted a letter of <br />opposition and two photos pr~ssented by Frank and Lois DelPizzo. The letter <br />informed Council of the current traffic congestion along Jefferson Avenue. He <br />asked the letter and photos be made a part of the record. <br />Mayor Sisk stated the letter and two photos submitted by Frank and Lois <br />DelPizzo would be part of they record. <br />COUNCIL COMMENT <br />Councilor Sackett addressed the DelPizzo letter and stated he did not feel the <br />traffic would be a major concern. <br />Mayor Pro Tem Marsella was concerned with the drop off zone, and asked <br />whether parking would be allowed. She stressed small children should be <br />walked into the facility. Planning Director Wood explained a school staff member <br />escorts the children from the parked vehicles into the school. <br />Lee Ryland, 733 Jefferson Avenue, Louisville, CO, a teacher at the Fairview <br />Montessori School, explainer they propose a circular driveway, which allows <br />parents to drive in and staff members to escort the children into the facility. She <br />noted there will be a distinct traffic pattern where parents will enter from north <br />and exit to south. <br />Councilor Muckle noted the Montessori school does an excellent job of managing <br />the traffic pattern and escorting children to and from the school. He stated there <br />
