City Council <br />Meeting Minutes <br />August 19, 2008 <br />Page 14 of 18 <br />There are no requests for setback waivers along Elm Street, County Road or the <br />South property line. <br />Building Height Waiver -Three residential lots are the only residential lots on this <br />block with building height restrictions. The 30' request will help reduce the <br />negative effects of this district. The properties to the North and East have a 45' <br />height limit and the property to the South has already been built to 30 to 35' <br />height limits. <br />Mr. Mundelein summarized his development proposal as follows: The idea <br />started over 8 years ago and developed through many visions. It has the support <br />of City Staff and the majority of the neighbors and many residents. It will <br />transform a blighted area of Louisville into a contributing asset. <br />PUBLIC COMMENT <br />Mark Piddock, 552 Main Street, Louisville, CO explained the neighbors on the <br />west side of the property are residential homes. He noted the area is zoned for <br />14 units, and the request is for 19 units, which would impact the neighborhood. <br />He supported the 14 unit proposal. He stated the alley now serves eight single <br />family homes and suggested servicing the units from both the street and the <br />alley. He did not support the requested 30' height limit. <br />LeeAnn Cast, 485 Front Street, Louisville, CO stated the alley it is not a true <br />street. She voiced support far the Planning Commission's recommendations. <br />David Cast, 698 West Street, Louisville, CO submitted a letter for the record, <br />which supported the Plannincl Commission's recommendation. <br />Mark Dreher, 696 Owl Drive, Louisville, CO supported the proposal and stated <br />Mr. Mundelein is very involved in building green and concerned about aesthetics. <br />Bill Simmons, 515 Front Street, Louisville, CO disclosed he was the former City <br />Manager for the City of Louisville. He urged Council to accept the Planning <br />Commission's recommendation and deny the application. He cited the Louisville <br />Municipal Code, which addresses the functions of an alley and noted alley <br />access is for garages and not single family homes. He did not believe it to be in <br />the best interest of the City for the developments' only access to be through an <br />alley. He questioned whether trash trucks and service vehicles will be able to <br />pass through the alley. He noted there will be no sidewalks, which will contribute <br />to conflicts with vehicles. <br />Rex Olson, 700 Front Street, Louisville, CO stated the density increase from 15 <br />units to 18 units is reasonable. He supported the project. <br />
