City Council <br />Meeting Minutes <br />August 19, 2008 <br />Page 15 of 18 <br />James Ray, 100 West Spruce Street, Louisville, CO stated Mr. Mundelein is a <br />very willing and flexible builder. He supported the project. <br />Thomas Ramsey, 1100 Grant Avenue, Louisville, CO supported the proposal and <br />the flat roof concept, which permits mechanical units on rooftops. He stated the <br />patio homes will not have a large yard area and the density is consistent with a <br />downtown urban area. He Hated the Fire Marshall approved a 20' alley. <br />COUNCIL COMMENT <br />Councilor Muckle asked Planning Director Wood if the Planning Commission did <br />not support the curb cut on Front Street. Planning Director Wood confirmed the <br />Planning Commission did not support the curb cut on Front Street. He explained <br />the Old Town Overlay provides alley accessibility, which is a standing <br />requirement that attempts to eliminate front driveways. He noted this was the <br />first time the Old Town Overlay requirement was applied to amulti-residential <br />development with this density. <br />Mayor Pro Tem Marsella asked if the Planning Commission has seen the new <br />configuration of the proposal. Mr. Mundelein stated he explained it, but the <br />Planning Commission did not have those materials in their packet materials. <br />Councilor Yarnell asked Planning Director Wood, if the new configuration would <br />be acceptable with respect to density and setback. Planning Director Wood <br />stated the Planning Division must communicate to the Planning Commission and <br />Council the extent of relief. He noted the extent of the relief does not equate to a <br />bad design, however the entire design, the footprint, the setbacks and street <br />presentation must be evaluated. <br />Councilor Yarnell noted the Planning Commission's concern over the sizes of the <br />garages and guest parking. She asked if those concerns have been addressed. <br />Mr. Mundelein stated the concern relative to the garages concerned building <br />three, which has been eliminated from the plan. He noted guests will park along <br />Elm Street and County Road.. <br />Councilor Yarnell requested further discussion on the land dedication. <br />Mayor Sisk agreed Mr. Mundelein is a fine green builder, but did not support <br />more than 15 units. He did not feel the proposal was ready and was concerned <br />over the alley access. He suggested the proposal be remanded to the Planning <br />Commission for further review. He supported the recommendation of the <br />Planning Commission. <br />
