City Council <br />Meeting Minutes <br />September 16, 2008 <br />Page 7 of 9 <br />MOTION: Councilor Dalton moved 'to approve the proposed Takoda Metro <br />District, seconded by Councilor Muckle. Mayor Pro Tem Marsella proposed an <br />amendment to lower the mil to 45, no second. Roll call was taken on the initial <br />question. The motion carried by a vote of 5-1. Councilor Sackett voted no. <br />Absent: Councilor Yarnell. <br />DISCUSSION/DIRECTION/ACTION -SUPERIOR LIBRARY AGREEMENT <br />Mayor Sisk requested a Staff presentation. <br />City Manager Fleming explained the City of Louisville and the Town of Superior <br />signed an Intergovernmental Agreernent (IGA) regarding library facilities. The <br />IGA provided for a joint task force to consider a long term library facilities sharing <br />agreement. The last proposal under consideration as of July 31, 2008, beginning <br />in 2009 Superior would pay a discounted proportional share of the operating and <br />maintenance cost (but not capital, dE:bt service or central services support costs). <br />The discount would start at 50% in 2009 and decrease by 10% each year, until it <br />reached 20% discount in the years 2;012 and beyond. Superior would charge a <br />$60.00/year fee for residents who wished to use the Louisville Library. Superior <br />would retain the revenue to offset the cost of Superior's contribution to Louisville. <br />The Library Task Force discussed many options, including a bond issue, <br />formation of a Library District and several levels of contributions. He asked for <br />Council direction as the City is in the process of finalizing the 2009 budget. <br />Mayor Sisk requested public comment <br />Eileen Patrick, President of the Library Board of Trustee, stated the Library <br />Board's resolution is straightforward and addresses the Town of Superior's <br />obligation to pay their fair share of the operational budget. The Board supports a <br />long-term agreement with the Town of Superior which addressed the financial <br />and equity issues. She introduced the Library Board of Trustee members in <br />attendance: Meredith Davis, Alicia Mahoney, Mary Seifert and Nisa Bradley. <br />COUNCIL COMMENT <br />Councilor Sackett supported the Library Board of Trustees recommendation. <br />Mayor Pro Tem Marsella felt there was still room for negotiation and suggested <br />the Town of Superior and the City of Louisville go to the voters on the issue in <br />2009. She supported negotiating for the long run. <br />Councilor Dalton did not support raisiing Louisville's taxes for the library. He <br />favored negotiating with Superior for afive-year agreement and a fair share <br />proposal. Councilor Dave Clabots agreed. <br />
