City Council <br />Meeting Minutes <br />September 16, 2008 <br />Page 8 of 9 <br />Councilor Muckle asked what would be cut in the Library budget if Superior does <br />not contribute. Ms. Patrick stated the Library Director is in the process of drafting <br />two budgets, one with a Superior contribution and one without. <br />Councilor Muckle asked if the Library staff would be reduced. City Manager <br />Fleming stated the staff would not bc: cut however the facility maintenance would <br />be reviewed. <br />Mayor Sisk suggested the building maintenance be taken out of the formula, <br />which would provide a cost of $115,000 the first year, and gradually increase <br />yearly. <br />Meredyth Davis, Library Trustee, stated she did not see a change in the Town of <br />Superior's negotiations. <br />Mayor Pro Tem Marsella felt a long term agreement could be accomplished <br />through a mill levy and noted it would not be a double tax. Councilor Dalton <br />disagreed. <br />Mayor Sisk suggested the building maintenance be taken out of the formula and <br />supported further negotiations with the Town of Superior. <br />Councilor Sackett suggested establishing a payment matrix for the Town of <br />Superior. <br />City Manager Fleming summarized the direction Council gave to Staff on the <br />Superior Library Agreement as follows: Staff should forward to Superior a <br />proposed agreement with at least athree-year term and preferably afive-year <br />term under which the Town of Superiior would contribute a proportional share of <br />operating costs only (no building maintenance or administrative support costs) <br />with the proportional share discounted by 50% in 2009 and the discount <br />decreasing by 10% each year until it reaches 20%. If Superior does not accept <br />that proposal or provide an acceptable alternative proposal, the City Staff will <br />proceed to cancel all library cards held by Superior residents effective January 1, <br />2009. <br />DISCUSSION/DIRECTION/ACTION -FIRST AMENDED EMPLOYMENT <br />AGREEMENT (CITY MANAGER MALCOLM FLEMING) <br />The City Council discussed the first amended employment agreement for City <br />Manager Malcolm Fleming. The evaluation period is from August 15, 2007 <br />through August 14, 2008 and was prepared by the Mayor and Council in <br />compliance with the City Charter.
