5/15/84 Page -5- <br />MAYOR'S PROCLAMATION - POLICE Councilmembers had a copy of the procla- <br /> mation and Mayor Meier read it in its <br /> entirety, then presented it to Director <br /> of Public Safety Leesman. <br />HIGHWAY W-470 - DISCUSSION Councilman Leary stated that on May 29, <br />AND RECOMMENDATION 1984 the Boulder County Commissioners <br />Councilman Leary are having a meeting as to whether the <br />Recommendation County should join the Task Force to <br /> "study" C-470, and they have asked each <br /> of the cities to make a recommendation. <br /> An extensive discussion was held on this <br /> at the last Consortium meeting and Council- <br /> man Leary had a recommendation for the <br /> City's position that he would like Council <br /> to consider. <br /> Councilman Leary would recommend against <br /> participating in this Task Force, primarily <br /> be~~ause it is a study to determine where a <br /> location should be for C-470. It is not <br /> a study design proposal that would address <br /> any of the criteria that we outlined in our <br /> initial action on this where we called for <br /> certain criteria to be met to have the study <br /> be acceptable to us. On the other hand he <br /> did not think the issue would go away; there- <br /> fore should be dealt with; and since we do <br /> pay dues to DRCOG and since this is a Regional <br /> matter, he would recommend that the City of <br /> Louisville be supportive of joining with <br /> other cities in the county in drawing up <br /> a :resolution or document requesting that <br /> DRCOG address this. He felt the key positions <br /> th<~t we should take in drawing up a resolu- <br /> tion is that it be addressed as a land use <br /> issue - it is not a transportation issue. <br /> One of the assessments that should take <br /> pl<~ce would be the transportation impacts. <br /> Noit only the impact of the highway itself <br /> co,stwize, etc. but how it relates to the <br /> overall transportation plan we currently <br /> have with its mass transit component. Also, <br /> what type of a network would have to be <br /> built to actually support this. It would <br /> be naive to think that there would be a <br /> freeway running through an area without <br /> initerchanges and another road system built <br /> to support it. <br /> Mr. Leary felt that the land use study should <br /> look at all the utility impacts; what type <br /> of water and other utilities would be needed <br />
