5/15/84 <br />Page - 6 - <br />to serve this, enviornmental impacts, <br />open space impacts; and in general on <br />this portion of it its consistency with <br />Louisville's plans; other municipal plans <br />in Boulder County and Boulder County's plan. <br />It should be a total land use study looking <br />at all infrastructure needs, etc. that <br />such a proposal would meet. <br />Councilman Luce Aslked whether the City would gain anything <br />by scorning the process or we have a role <br />that says while we recognize that this is <br />something that is distasteful and would be <br />continually outvoted that there is at least <br />a :Loyal opposition role and that is the dole of <br />raising appropriate questions. Mr. Luce <br />wars not certain how we would do that if <br />no participation occurs at all. <br />Mr. Leary replied .that there were hours of <br />discussion on that matter at the Consortium <br />meeting. He stated that we were really not <br />ta:Lking about whether the highway was needed <br />or not, it is the integrity of the study. <br />It was Mr. Leary's feeling that by joining <br />in a study that we wouldn't believe is put <br />together right we would be lending some <br />credence to the process. He didn't feel that <br />this type of process should have any credence. <br />We supposedly have a regional planning pro- <br />cess to deal with issues such as this and <br />to have it done on a piecemeal basis was not <br />supportive of good regional planning. <br />Therefore, he didn't feel that there would <br />be any legitimate answers to any legitimate <br />questions in this Task Force; and unless it <br />is independently funded by all private <br />moneies it has to go into the regional <br />planning. process at some point and time. <br />He would rather that we support its entry in <br />that process and in a manner that would be <br />constructive rather than letting it some- <br />what build momentum in a certain illegitimate <br />wary and then move into that transportation <br />planning process. At that time it may become <br />a apolitical process rather than a planning <br />process. Felt that there could be a planning <br />process with DRCOG. was <br />Mr. Leary also stated that there/a group of <br />cities - Louisville, Lafayette, Boulder, and <br />probably Boulder County's representative <br />
