4/19/84 Page -3- <br />suggestion that the policy only be in exis- <br />tence for a specified period of time, possibly <br />during the period of six months to one year. <br />Disc;ussion by council that to control resi- <br />dential growth should begin with the annex- <br />ation process. A policy needs to be established <br />so i~hat staff can inform anyone coming in <br />for annexation of the criteria to be met. <br />This is to include the proposed use of the <br />land, how large a parcel - smaller parcels <br />to ]~e given preference for the individual <br />hom~° builder and those within the City limits. <br />They definitely must be within our Urban <br />Service area. <br />Mayor Meier did not favor a blanket state- <br />ment that no large parcels be considered for <br />annexation as there maybe some that would <br />be beneficial to the City. Felt that Council <br />should at least take a look at it. <br />Councilman Cussen Wished clarification from the City Attorney <br />that a Resolution is an intent and. not legally <br />:binding. Attorney Rautenstraus advised that <br />wa:~ correct, a resolution could be altered <br />at any time. Mr. Cussen also stated that <br />he would favor looking at some time lines. <br />Made reference to Mayor Meier's statement <br />an~i stated he could see in the future scene .land <br />may be of some benefit to the City, i.e. <br />thf~ Steinbach property adjacent to the <br />reservoir, which would have limited housing <br />ye-t was dedicated to the City, could be very <br />beneficial. The other side of it is that <br />we might have to comdemn the land and pay <br />a 'high price based upon the expansion that <br />we want to do. He stated that he felt we <br />were in a position now where we have to <br />specify land which we would consider and <br />land that we would not consider. <br />Councilman Woodson Commented he would favor an interim measure <br />such as a resolution before a formal growth <br />policy is made with a time line of perhaps <br />6 months to a year. This would .give Council time <br />to review a better growth policy which <br />specifically address annexations; but once <br />the annexation policy is developed what <br />growth policy those people face. <br />
