1. The Cultural Council hasn't done fundraising beyond asking for <br />donations at the summer concert series because we are so busy. <br />2. Focus on public art might be the impetus that jump starts donations to <br />the non-profit <br />ii. Deciding who will be part of which organization <br />1. Each LCC member will need to make the decision of being on either the <br />LCC or the non-profit. Then, we would add more people to both <br />groups. <br />2. Up to two individuals can be on both the LCC and the non-profit board <br />concurrently, per the Open Meeting law. <br />iii. Legal and logistical considerations <br />1. The non-profit would need insurance. <br />2. The bylaws of the LCC would need to be changed to allow for the split. <br />a. New bylaws could specify that all funds raised by the non-profit <br />would be given to the LCC. <br />3. The City Council would like the split to occur on January 1, 2018. <br />4. The LCC will not have a bank account. <br />a. The city will have a budget line for the LCC. <br />b. The LCC has $21,000 in savings, and has had this for many years. <br />Will need to spend the money or decide where it goes. <br />iv. Art Grants <br />1. Cultural Council has been successful giving out LCC Arts Grants for the <br />past two years. <br />v. Should we keep the non-profit at all? <br />1. Historical reason for having the non-profit status was because it was <br />needed to get SCFD grant funding. <br />a. Not currently receiving significant amount of funding <br />b. Other cities and organizations nearby receive more significant <br />SCFD funding. <br />2. The existence of an established non-profit is valuable because it is <br />difficult to start a new one and the long history is valuable. <br />3. LCC could consider designating another already existing group to take <br />over the non-profit. <br />XIV. Staff Update (Katie) <br />a. First Nite Murals <br />i. Michael Wojczuk created some Louisville murals in 1991. They have been in his <br />studio since then and now he wants to donate them. <br />ii. Discussed possible locations for murals including the DBA, schools, etc. <br />b. Needs volunteers for the Labor Day events. <br />c. Public art policy <br />i. Pushed back City Council Study Session from September to November 14, <br />2017. <br />ii. Considerations Include <br />1. Creation—Who creates the artwork? <br />2. Location—Where is it place and why? <br />3. Resources—Acquisition, Maintenance <br />4. Policy and Process—How is artwork accepted/rejected? <br />5. Outreach—How do we publicize public art? <br />
