<br />Building Code Board of Appeals <br />Minutes <br />May 15, 2008 <br />Page 3 of 4 <br /> <br />Rex Olson stated it all comes down to whether or not we have a budget. We <br />need to present to City Council that a budget is our starting point because we <br />cannot create anything out of thin air. <br /> <br />Resolution draft Discussion <br />Mike Jones asked for everyone to read the rough draft resolution. He <br />emphasized that there is not one particular direction to follow because there is no <br />county wide accepted "Green Building" program. Boulder County has no money <br />to do a points program so they went with the HERS program, which is an outside <br />party points rating system. Outside of Boulder County, the majority of cities are <br />using the "Built Green Colorado" program. <br /> <br />Matthew Berry agreed that Built Green is not a high priority issue in other <br />counties and cities like it is in Boulder. <br /> <br />Mike Jones asked for any changes or comments on the resolution. <br /> <br />Rex Olson said it looks good, short and sweet. All the members present agreed. <br /> <br />Matthew Berry said having the main points included of residential and <br />commercial were important. He added to keep the Boulder County Consortium of <br />Cities is necessary. <br /> <br />Mark Persichetti said he thinks three points are essential: <br />1) Energy efficiency <br />2) Materials efficiency <br />3) Diversion from waste to landfills <br /> <br />Mike Jones stated the Boulder waste Program is all self monitored. Funding is <br />the only place to start. He said he will present the LRCAB resolution to the City <br />council. LRCAB is very specific, but we are more general in our presenting <br />because we have no funding. He continued that he will add a point to the city to <br />consider LRCAB's direction. He asked Mark Persichetti if LRCAB is happy with <br />the Scott Robinson proposal. <br /> <br />Mark Persichetti said LRCAB is happy with the Scott Robinson proposal with a <br />few minor adjustments. I said it is more important to get some kind of Green <br />Points Program rather than various ordinances drafted. City adopted programs <br />are best, like Longmont's program. <br /> <br />Mike Jones said he expects there will be the Building Code Board of Appeals <br />proposal on June 24th, followed by more specifics to be determined later on. He <br />asked the Board if there were any more modifications? None were made. <br />He stated that this draft will go on the website June 10th before the joint session <br />on June 24th. <br /> <br />Rex Olson said we are not really saying that this is our direction with this draft. <br />
