City Council <br />Meeting Minutes <br />January 2, 2018 <br />Page 10 of 11 <br />Mayor Pro Tem Lipton asked about injection testing and if that applies to residential <br />properties. Root stated it applies to commercial properties to make sure the load <br />calculations show the electrical is sufficient for the design. <br />Mayor Pro Tem Lipton asked if there are other areas that we might hear complaints <br />about in the code other than those listed in the Council Communication. Root stated <br />there are probably more issues, but these are the big ones. <br />Mayor Pro Tem Lipton asked for an advance look at what other code changes we might <br />be looking at next year and what the time and review process will be <br />Councilmember Loo moved to approve the ordinance; Councilmember Maloney <br />seconded. <br />Councilmember Loo stated it was interesting Council was required to adopt this by the <br />State and didn't have any choice. Root stated even as home rule city we don't have any <br />option not to adopt this. <br />Councilmember Loo noted when we wait this long to adopt new code it seems more <br />drastic than if we keep up with it; we should adopt the new codes more frequently. This <br />will cost people more money, but she hopes it is safer and more efficient for everyone <br />Vote: Motion earned by unanimous roll call vote <br />EMPLOYMENT AGREEMENT FOR HEATHER BALSER, CITY MANAGER <br />Mayor Muckle stated the City Council voted on December 6, 2017 that their top choice <br />for City Manager is Heather Balser This item is for Council approval of an Employment <br />Agreement to employ Ms. Balser as City Manager, effective January 6, 2018. <br />Ms. Balser rose to the top of an applicant pool of over 100 applicants from a national <br />search The Mayor and Council invited five candidates to participate in the Council's in- <br />person portion of the City Manager recruitment process, the Mayor and Council <br />interviewed all five candidates in two -on -one interviews with the two Ward <br />Councilmembers interviewing each candidate The Mayor also interviewed each <br />candidate. Council decided to move forward and negotiate a contract with Balser <br />Attorney Light noted the City Manager serves at the will of the Council The contract has <br />provisions for performance evaluations, is effective January 6, includes a severance <br />package as is typical for such contracts, and establishes a base compensation of <br />$180,000. It also includes updated language regarding the working environment, the <br />provisions for separation and severance pay, language regarding benefits, and clarified <br />language regarding outside activities. <br />
