Local Licensing Authority
Minutes
February 26, 2018
Authority Business
A. Findings and Order — Hei Han Enterprises, Inc. d/b/a Henry's Bar &
Grill — Tavern Liquor License — 935 Pine St. — 11/22/17 Incident
Chairperson Carlson called the item. Authority Attorney Culley noted the
Authority had a findings and order document in their packet. The order noted the
decision the Authority made at the previous meeting suspending the licensee's
tavern license for a period of 14 days with 7 days held in abeyance. She asked
for the Authority to decide the days the suspension should be served. A call had
been made to the attorney for the licensee asking for their preference of days to
serve the suspension. No return call was received. The licensee had been into
the City offices asking which days the Authority had imposed for the suspension
but did not express which days he would like to serve.
Authority members discussed having the licensee serve the days starting on the
day of the week the violation occurred. It was decided the suspension should be
served from Wednesday to Wednesday (Wednesday 12:00 am to Tuesday 11:59
pm).
Machado noted the days in abeyance now totaled 14 and he wanted it noted in
the findings and order.
Machado moved the findings and order be approved and the suspension be
served from Wednesday to Wednesday by March 26, 2018. Lipton seconded.
All in favor.
B. Change of Trade Name and Manager Registration — Seafood and
Chophouse Inc. d/b/a Neighborhood Bar & Grill — Hotel and Restaurant
Liquor License — 328 S. McCaslin Blvd.
Machado asked to send a letter to the applicant concerning training.
Machado moved to approve the change of trade name and manager registration.
Lipton seconded. All in favor.
C. Conversation with Chief Hayes
Chief Hayes greeted the Authority and noted the men and women of the
Louisville Police Department continue to do good work. The police department is
now monitoring the Safe to Tell program and responding when appropriate. The
department continues to deal with mental health and alcohol issues and continue
to learn the best way to handle it all. Louisville is helping to sponsor workshops
for first responders statewide to support their own mental health in light of recent
tragedies.
